We compared six matter management and enterprise legal management platforms for corporate legal teams on pricing, trials, legal intake, e-billing and spend control, AI features and the main tradeoff of each.

By Kurums EditorialPricing checked 12 October 2026Updated 13 October 2026How we make money
TL;DR
  • Small in-house teams starting out: Xakia — Published per-user plans from $100 per month and a 14-day free trial without a credit card.
  • Teams wanting matters and contracts together: LawVu — Combines intake, matters, contract lifecycle management and spend, with drafting inside Microsoft Word.
  • Midsize departments focused on outside counsel spend: SimpleLegal — Onit-owned platform with e-billing rules, the CounselGO vendor portal and more than 550 corporate legal department customers.
  • Global teams wanting AI invoice review: Brightflag — AI-powered ELM covering e-billing, matters and spend analytics, now part of Wolters Kluwer Legal & Regulatory.
  • Large enterprises needing configuration: Mitratech TeamConnect — Cloud or on-premises deployment with configurable workflows and international e-billing compliance.

Matter management software gives a corporate legal department one system of record for its work: incoming requests, open matters and disputes, documents, deadlines, outside counsel, budgets and invoices. Larger suites are often called enterprise legal management, or ELM, and combine matter management with electronic billing so that law firm invoices are checked against billing guidelines before payment. The category is distinct from law firm practice management, which is built around billing clients rather than controlling spend. Typical buyers are general counsel, legal operations managers and finance teams at companies with anything from a two-person legal team to a global department managing hundreds of firms. The main problems it solves are poor visibility into workload, unpredictable outside counsel spend and work arriving through scattered emails.

We compared six platforms on these fields: published pricing, free plan or trial, intake and matter workflow, e-billing and spend control, AI features, and the main limitation. Products appear in practical buyer order, starting with published self-serve pricing for small teams and ending with configurable enterprise systems. The order is not a quality ranking. We checked prices, trials, ownership and features on official vendor pages on 12 October 2026. Most vendors in this category quote prices individually, and we say so where that applies. Prices are in US dollars unless stated.

Pricing checked 12 October 2026 on each vendor's official pricing or product pages. Prices are list prices in USD unless stated; "Quote-based" means the vendor does not publish a price. Order follows buyer fit and pricing transparency, not a quality score. Confirm billing basis, minimums and taxes with the vendor before you buy. Methodology is described below.

The 6 options in detail

1

Xakia

Best for small in-house legal teams

Best for: Small and growing in-house legal teams that want matter tracking, intake and spend control with published per-user prices.

AttributeXakia
Published pricingAdvance $100, Professional $125, Enterprise $155, All-In $230 per user/month (USD); up to 10% off billed yearly
Free plan or trial14-day free trial, no credit card required
Intake and matter workflowMatter and task tracking, legal intake and triage on all plans; complex intake from Professional; intake workflows from Enterprise
E-billing and spend controlBudgets, billing guidelines, approval workflows and spend analytics on all plans; law firm collaboration from Professional
AI featuresAI Access add-on +$50/user/month on Advance, +$30 on Professional; included in Enterprise; unlimited AI review on All-In
Main limitationBuilt for smaller teams, so very large departments with complex LEDES e-billing should compare enterprise options
  • Every plan includes a contract repository and intake, so a small team can start with matters and contracts in one place.
  • The pricing page lists AUD, USD, EUR and GBP currency options and targets teams of 2, 20 or 200.
  • Per-user pricing adds up for larger teams, and AI features cost extra on the two lower plans.

Our take: Xakia is the most transparent option on this page and a practical starting point for a team moving off spreadsheets and email. Advance at $100 per user per month covers matter and task tracking, document management, budgets, intake and triage, and a contract repository. Professional adds calendar views, AutoDocs, complex intake and law firm collaboration, and Enterprise adds contract approval and signing workflows plus entity management. The All-In plan at $230 includes unlimited AI contract review, summarization and invoice review. The 14-day trial without a credit card is rare in this category, so use it properly: load a month of real requests, configure intake for your top three request types, and set up one budget against an outside firm. Compare the cost of Enterprise for your headcount with a LawVu quote. Large departments that receive thousands of LEDES invoices each month should test invoice volumes carefully or look further down this list.

2

LawVu

Best for combined matters and contracts

Best for: Midsize in-house teams that want intake, matters, contract lifecycle management and spend in one workspace.

AttributeLawVu
Published pricingQuote-based; plans and prices are not listed on the pages we checked
Free plan or trialNo free trial listed; 30-minute expert-led demo
Intake and matter workflowAI-powered intake, self-service and triage of legal requests; central matter management
E-billing and spend controlInvoicing, e-billing and outside counsel collaboration under the Spend module
AI featuresLawVu AI, LawVu Assistant conversational interface, LawVu Lens contract analysis and LawVu Draft in Word
Main limitationNo published pricing or trial, so cost comparison depends on a scoped quote
  • Combines matter management with end-to-end contract lifecycle management, which reduces the need for a separate CLM tool.
  • Integrates with Outlook, Microsoft Teams, Slack and Microsoft Word, where business users already send requests and draft.
  • LawVu does not publish prices or offer a self-serve trial, and module packaging is only clear after a sales conversation.

Our take: LawVu positions itself as a legal operating system for in-house teams, combining intake, matters, contracts, spend, documents and reporting. Its main difference from Xakia is depth in contract lifecycle management, including LawVu Draft for drafting in Microsoft Word and LawVu Lens for contract analysis. Requests can arrive through Outlook, Teams or Slack, which helps a legal team capture work that would otherwise arrive by email. The company is headquartered in Tauranga, New Zealand, and serves industries ranging from healthcare and higher education to energy and financial services. Pricing is quote-based and evaluation runs through a 30-minute demo, so prepare a scoped requirement before the call. Ask which modules are in each package, how intake forms are configured without vendor help, how invoices from outside counsel are reviewed, and what implementation timeline is realistic. If you already own a CLM tool, compare LawVu with SimpleLegal or Brightflag, which focus more on spend.

SimpleLegal

Best for midsize teams controlling counsel spend

Best for: Midsize corporate legal departments that want matter management plus rules-based e-billing and an outside counsel portal.

AttributeSimpleLegal
Published pricingQuote-based; Onit does not publish SimpleLegal pricing
Free plan or trialNo free trial listed; demo plus self-guided in-app tours
Intake and matter workflowCentral record for internal and external matters; task templates and configurable intake workflows
E-billing and spend controlAutomated invoice review, rules-based approvals, timekeeper management, budgets and accruals
AI featuresPart of Onit's portfolio, which markets AI invoice review through its Spend Agent; confirm SimpleLegal availability
Main limitationOwned by Onit alongside Unity ELM and BusyLamp, so ask how the roadmap differs between Onit products
  • The CounselGO vendor portal lets outside counsel submit invoices and coordinate billing, and is trusted by AmLaw 200 firms per Onit.
  • Onit cites more than 550 corporate legal departments as SimpleLegal customers.
  • Pricing is not public, and Onit sells several overlapping ELM products, so packaging needs clarification.

Our take: SimpleLegal is now part of Onit, which also sells Unity ELM, OnitX ELM, BusyLamp and Legal Files. Within that portfolio, SimpleLegal targets legal departments that want quick setup and a strong spend layer without a heavy enterprise implementation. It combines a central matter record, task templates and configurable intake with e-billing that flags non-compliant invoices, applies approval rules, and tracks budgets and accruals. The CounselGO portal is where outside counsel submit invoices and see status, which reduces back-and-forth emails. Self-guided in-app tours let you explore before a sales call, which is useful when comparing with LawVu or Brightflag. Ask Onit for a written quote, the expected implementation time, whether Onit AI invoice review is available on SimpleLegal, and how SimpleLegal fits alongside Unity in the long term. If most of your pain is invoice review across many firms, run a sample of real invoices through the rules engine during evaluation.

Brightflag

Best for AI-led legal spend management

Best for: Midsize to global legal departments that want AI-assisted invoice review, spend analytics and matter management in one platform.

AttributeBrightflag
Published pricingQuote-based; no pricing on the vendor site
Free plan or trialNo free trial listed; demo and ROI calculator
Intake and matter workflowShared matter workspace for collaborating with outside firms; vendor profiles and panel management with RFP support
E-billing and spend controlE-billing with automated workflows, approvals, audit trails and budgets; invoice line analysis and forecasting
AI featuresBrightflag AI models and agents tuned for legal teams; AI invoice review and spend insights
Main limitationStrength is spend control; teams wanting full contract lifecycle management will need another tool
  • Analyzes invoice lines to show spend, resourcing and firm performance, with forecasts and real-time dashboards.
  • Wolters Kluwer completed its acquisition of Brightflag on 11 June 2025, placing it within Wolters Kluwer Legal & Regulatory.
  • There is no published pricing or trial, and contract lifecycle management is not its focus.

Our take: Brightflag is an AI-powered enterprise legal management platform with its roots in legal spend analysis. It reads outside counsel invoices at line level, applies billing guidelines and approval workflows, and turns the results into dashboards on spend, staffing and firm performance. Matter management, vendor and panel management and RFP support sit alongside e-billing, so a legal operations team can run the outside counsel lifecycle in one place. Since June 2025 Brightflag has been part of Wolters Kluwer Legal & Regulatory, which also sells other legal spend products, so ask how the roadmap and support model are set. Pricing is quote-based. In evaluation, send Brightflag a batch of historical invoices and ask it to show what its AI would have flagged and why, then compare that with Legal Tracker and SimpleLegal. Also check how matter intake from business users works, because Brightflag focuses more on spend than on request intake.

Mitratech TeamConnect

Best for large, complex global legal departments

Best for: Large enterprises with multi-region legal work that need configurable workflows, international e-billing and a choice of cloud or on-premises.

AttributeMitratech TeamConnect
Published pricingQuote-based; Mitratech does not publish TeamConnect pricing
Free plan or trialNo free trial listed; demo request
Intake and matter workflowMatter status, deadlines, documents, tasks and budgets; intake and triage from email, Slack or Teams
E-billing and spend controlLEDES and non-LEDES e-billing, Collaborati integration, international tax fields and pro-forma invoice workflows
AI featuresInvoiceIQ AI line-item review against guidelines; ARIES AI agent answers plain-language questions on matters and spend
Main limitationConfiguration depth means longer implementation and a need for internal administration skills
  • Deploys in the cloud or on-premises, which suits organizations with strict IT, security or data residency requirements.
  • Workflows, approval rules, templates, permissions and reports are configurable, with country-specific invoicing rules.
  • It is a heavy enterprise platform with quote-based pricing, more than a small legal team usually needs.

Our take: TeamConnect is Mitratech's enterprise legal management platform and the most configurable option here. It covers matter management with intake from email, Slack or Teams, budgets and accruals, outside counsel e-billing in LEDES and non-LEDES formats through Collaborati, and international requirements such as tax authority fields and holding invoices until government clearance. InvoiceIQ uses AI to flag line items against billing guidelines, and the ARIES agent answers plain-language questions about matters and spend. Mitratech states clients typically save 8 to 10 percent on outside counsel spend, which is a vendor claim to test against your own data. The choice of cloud or on-premises deployment matters for regulated industries and certain public bodies. The tradeoff is effort: configuration flexibility needs an implementation project and an internal administrator. Ask for reference customers of similar size and region, a realistic implementation plan and a written quote, and compare total cost over three years with Brightflag and Onit.

How to choose matter management software

Team size and complexity

Start with your realistic scale in three years: number of legal staff, business users who submit requests, outside firms and invoices per month, and countries you operate in. A five-person team that mostly needs intake and matter tracking can start with a published-price tool such as Xakia. A department managing hundreds of firms across regions needs stronger e-billing, approval chains and configuration, which is where Brightflag, Onit products and TeamConnect focus. Buying a system sized for a much larger department often leads to low adoption and expensive administration.

Intake and business user experience

Most legal work starts as a request from the business. Check how requests are submitted, whether through a form, email, Microsoft Teams or Slack, and how they are triaged and assigned. LawVu and TeamConnect describe intake from Teams and Slack, and Xakia includes intake and triage on all plans. Ask a non-lawyer colleague to submit a test request during the demo. If business users find it awkward, they will keep emailing lawyers directly and the data in the system will be incomplete. Also check whether requesters can see the status of their matter without chasing the legal team.

E-billing and outside counsel guidelines

If outside counsel spend is your main pain, test e-billing in depth. Check support for LEDES formats and UTBMS codes, how billing guidelines are encoded as rules, how invoice review is assigned and approved, and how firms submit invoices. Ask vendors with AI review, such as Brightflag, Legal Tracker, Onit and TeamConnect, to run your historical invoices and explain each flag. Measure how many flags were valid, because an AI that creates noisy flags adds work instead of saving it. Confirm how disputed line items are communicated back to firms.

Contracts, documents and integrations

Decide whether contracts belong in the same system. LawVu and Xakia include contract features, while spend-focused platforms may integrate with a separate contract lifecycle tool. Then map integrations: document management, Microsoft 365, single sign-on, accounts payable or ERP, and HR systems for user provisioning. Ask for the list of native integrations and an API reference. Integration gaps are a common reason for hidden implementation costs and manual workarounds after launch. Request references from customers using the same integrations you need.

Implementation, adoption and data security

Ask each vendor for a realistic implementation plan with milestones, who does the configuration, and what your team must provide. Check data residency options, security certifications, and whether on-premises deployment is available if your policies require it, as with TeamConnect. Plan how you will migrate open matters and historical spend. Finally, assign an internal owner for the system, because matter management only works if records stay current. This article is general information, not legal advice. Agree success measures before launch so adoption can be tracked.

How matter management software pricing works

Matter management and ELM pricing is mostly quote-based. Of the six products here, only Xakia publishes prices, with plans from $100 to $230 per user per month and up to 10 percent off for yearly billing. Its AI Access add-on costs an extra $50 per user per month on Advance and $30 on Professional, and is included in the higher tiers. LawVu, SimpleLegal, Brightflag, Legal Tracker and TeamConnect quote individually, usually after a scoping call. Quotes are often based on legal team seats, modules selected, invoice volume or outside counsel spend under management, and contract term.

When you request quotes, give every vendor the same inputs: number of legal users, number of business requesters, annual invoice count, annual outside counsel spend, required modules and integration list. Ask whether business users and outside firms need paid licences, whether e-billing is priced per invoice or included, and what AI features cost. Request a three-year total including implementation, training and premium support, and ask for price caps on renewal. Legal spend platforms often justify cost by claimed savings, such as Mitratech's 8 to 10 percent claim, so test those claims with your own invoices.

Budget for implementation, data migration and internal administration time, which can be significant for configurable enterprise systems. Smaller tools with published pricing can usually be live within weeks, while large ELM projects may take months. Include the internal hours your legal operations team will spend on configuration, testing and training, and plan for at least one administrator after go-live. For enterprise platforms, also ask whether a certified implementation partner is required and what that partner charges.

Matter Management Software: frequently asked questions

What is matter management software?

Matter management software is a system of record for a corporate legal department. It tracks legal requests, matters, deadlines, documents, budgets and outside counsel. Many products also include e-billing, which checks law firm invoices against billing guidelines before payment. Suites that combine these features are often called enterprise legal management, or ELM. Buyers are usually general counsel and legal operations teams.

What is the difference between matter management and practice management software?

Practice management software is built for law firms that bill clients, with timekeeping, invoicing and trust accounting. Matter management software is built for corporate legal departments that receive invoices from firms, so it focuses on intake, workload, budgets and spend control. Some vendors sell both, but the workflows and buyers differ. Choose based on whether you send invoices or receive them.

How much does matter management software cost?

Xakia publishes prices from $100 to $230 per user per month. Most other vendors, including LawVu, SimpleLegal, Brightflag, Legal Tracker and Mitratech TeamConnect, quote individually. Costs depend on users, modules, invoice volume, spend under management and contract term. Ask for a three-year total including implementation and support. Published per-user pricing is uncommon in this category.

Does matter management software include e-billing?

Many platforms include e-billing or offer it as a module. Brightflag, SimpleLegal, Legal Tracker and TeamConnect emphasize invoice review, billing guideline rules and LEDES support. Smaller tools such as Xakia include budgets, billing guidelines and approval workflows. Confirm whether e-billing is included in your quote or priced per invoice. Also check how firms are onboarded to submit invoices electronically.

Can AI review outside counsel invoices accurately?

Several vendors offer AI invoice review, including Brightflag, Legal Tracker, Onit and Mitratech InvoiceIQ. Accuracy depends on your billing guidelines and invoice data. Ask vendors to run your historical invoices and show which flags were raised and why. Keep a human reviewer for disputed items, since AI suggestions should support, not replace, judgment on legal fees.

Who owns Brightflag, SimpleLegal and HotDocs now?

Wolters Kluwer completed its acquisition of Brightflag on 11 June 2025, and Brightflag sits within Wolters Kluwer Legal & Regulatory. SimpleLegal is part of Onit, Inc. TeamConnect and HotDocs are Mitratech products. Ownership changes can affect roadmaps and pricing, so ask about product plans and contract protections during procurement. This is general information, not legal advice.
