A Spanish-owned contact-centre operator with 300 staff in Medellín has won a contract that needs 80 extra bilingual agents within six weeks, and the board wants a new country general manager in Bogotá by the end of the quarter.
The operations director has three offers. A temporary-services company says it can keep all 80 agents on its payroll “for as long as you need them”. A headhunter offers the general-manager search for a percentage of first-year salary. An outsourcing firm proposes taking over the whole campaign. Only one of these promises is a problem, and it is the most convenient one: under Colombian law, workers in mission from a temporary-services company cannot cover a permanent need indefinitely.
Colombia has a regulated, mature market for staffing and recruitment. Empresas de servicios temporales (ESTs) are authorised and supervised by the Ministry of Labour, recruiters must be authorised as employment agencies, and executive search is a common route to senior hires: a 2025 report by the search firm Executive Connection, published by Portafolio, found that about 60% of organisations use specialised firms to hire executives.
This guide explains how the market works, what the EST rules mean for your plans and which firms operate in each segment, then gives you a question set for the first meeting. It belongs to the Finding the Right Person hub; read it with our Colombia recruiting playbook.
- Recruiters act as authorised employment agencies; their services must be free for job seekers, so the employer pays.
- Temps must come from an EST authorised by the Ministry of Labour, and only for occasional work, cover for absent staff or peaks in demand.
- Peaks can be covered for six months plus one six-month extension; after that, hire directly or redesign the work.
- Executive search fees average 20–30% of annual salary and searches take four to eight weeks, according to a 2025 industry report.

How Colombia’s recruitment and HR-services market works
Colombian employers use four kinds of firm. Agencias de gestión y colocación de empleo recruit people you employ yourself. Headhunters run retained searches for senior roles. Empresas de servicios temporales employ workers in mission and send them to your premises. Outsourcing and HR consulting firms run processes (payroll, sales promotion, facilities) or sell expertise in pay, assessment and culture.
Agencies are widely used for professional hiring in Bogotá and Medellín and for volume hiring in contact centres, retail, logistics and agribusiness. The Executive Connection report found that Bogotá accounts for about 55% of executive searches, Medellín and Cali together for about 25%, and other regional capitals for the rest.
Licensing and authorisation
Recruitment is treated as labour intermediation, and agencies must be authorised within the Servicio Público de Empleo framework; their services are free for job seekers. ESTs face stricter entry rules under Ley 50 de 1990 and Decreto 4369 de 2006: an exclusive corporate purpose, paid-in capital of at least 300 monthly minimum wages, model contracts and a guarantee insurance policy of at least 500 monthly minimum wages in favour of the workers, renewed annually. The Ministry keeps public lists of authorised, sanctioned and cancelled ESTs, your first check.
Fees, guarantees and timing
Executive search is usually retained; Executive Connection’s 2025 figures put average fees at 20–30% of annual salary, with searches taking four to eight weeks. For professional and middle-management roles, contingency fees are common and, at the time of writing (November 2026), generally quoted as a percentage of annual salary somewhat below search levels, or as a multiple of monthly pay. Use our agency fees guide to compare like with like.
Two details change the arithmetic. Annual pay can mean twelve monthly salaries, twelve plus the legal service bonus, or a salario integral that bundles benefits, so fix the base. And trial periods (período de prueba) usually run up to two months, so a 60- to 90-day replacement guarantee covers the riskiest window. ESTs price differently, with a mark-up on the worker’s full labour cost.
Notice periods and the reform backdrop
Employees typically leave with around a month’s notice, and employers who end an indefinite contract without just cause pay a statutory indemnity rather than serve long notice; fixed-term contracts need 30 days’ written notice of non-renewal. The 2025 labour reform, Ley 2466 de 2025, kept the EST model, reaffirmed limits on outsourcing and labour intermediation, and changed rules on fixed-term contracts and night and Sunday work that affect how you cost a role.
The EST rules every user company has to respect
A user company may hire through an EST in three situations only: occasional, accidental or transitory work; replacing staff on holiday, leave, sickness or maternity leave; and increases in production, transport, sales, harvests or seasonal demand. In the third case the assignment may last up to six months, extendable once for up to six more. A need that is still there after that is a permanent need.
Workers in mission are the EST’s employees, but they are entitled to an ordinary salary equal to that of the user company’s staff doing the same activity, and to the transport, meal and recreation benefits the user offers its own workers on site. Courts look at substance: an EST rotating people through one post for years invites a finding that the user company is the real employer.

Executive search firms in Colombia
Colombian executive search is concentrated in Bogotá, serving multinationals and the family-owned groups that dominate much of the economy. Family businesses add governance and succession to the brief; ask each firm how it handles that.

HR consultancies, assessment and outsourcing

The Colombian firms at a glance
Listings are editorial and independent; no firm paid to be included, and inclusion is not a recommendation. Check licences, terms and references directly with each firm. More providers are listed in the free kurums.com directory of recruitment agencies and executive search firms.
Choosing and briefing a firm in Colombia
Match the firm type to the need. A permanent need calls for an agency or a search firm; a genuine peak can go to an EST, with the twelve-month limit in your plan from day one. The chart summarises both points; for alternatives to agencies, use our hiring-channel decision matrix.
Making the relationship work
Put the essentials in writing: fee base and percentage, instalments for retained searches, the replacement guarantee, exclusivity, off-limits rules and Ley 1581 data-protection terms. For ESTs and outsourcers, add the monthly compliance evidence you expect and the right to audit it. At offer stage, our reference-check question set helps you test what the agency’s report says.
Then measure the firms: time to shortlist, interview-to-offer ratio and twelve-month retention tell you more than any pitch. The global guide to HR consulting and recruitment firms explains how multinationals build such a panel.
