What do recruitment agencies and executive search firms actually do?

Recruitment agencies find, screen and introduce candidates for your vacancies, and are paid when you hire or as the search progresses. Executive search firms do the same for senior and board roles, with deeper market research and direct approaches to people who are not looking for a new job. Staffing companies employ or engage temporary and contract workers and supply them to you, and recruitment process outsourcing (RPO) providers run part or all of your recruiting function.

Many large groups offer all of this through separate brands for temporary staffing, professional recruitment, executive search and outsourced recruiting. Specialist boutiques focus on one function, sector or country. In some markets, Japan above all, agencies are not a last resort but the main route for mid-career hiring.

What you buy is reach, speed and judgement: candidates you cannot see on job boards, a consultant's time to screen them and market knowledge about pay. How you pay for it varies more than the headline fee suggests.

Which agency model fits the role you are filling?

The commercial model shapes the agency's incentives, so match it to how hard, senior and frequent the hire is.

ModelTypically fitsWatch out for
Contingency recruitmentProfessional and mid-level roles with a visible candidate marketEffort goes to roles the agency expects to fill quickly
Retained executive searchSenior, confidential or scarce leadership rolesStaged fees are payable even if you do not hire
Container or engaged searchHard specialist roles that need committed effortThe upfront payment is credited only if the search succeeds
Recruitment process outsourcingSustained hiring of dozens or hundreds of people a yearLonger contracts and dependence on one provider
Temporary and contract staffingPeaks, absence cover, projects and trial periodsCharge rates bundle statutory costs with the agency margin

A contingency agency is paid only when you hire someone it introduced, so a hard role may be one of many briefs on a desk. Retained search reverses the incentive: you pay in stages and the firm commits a team to research the whole market. With temporary staffing, ask for the charge rate to be broken down and compare the margin after statutory costs, not the markup over pay.

What should you check in an agency's terms of business?

Standard terms are written by agencies and can nearly always be negotiated before the first CV arrives, rarely after. These clauses decide what you actually pay.

ClauseWhy it mattersWhat to ask
Fee basisBase salary and total package can differ widelyIs the fee calculated on base salary, or on bonus, allowances and benefits too?
Introduction validityUnsolicited CVs can create fee claimsHow long is an introduction valid, and does it cover only the briefed role?
Guarantee or rebateEarly leavers are a real riskWhat is refunded or replaced, and which conditions void the guarantee?
Invoice triggerCandidates can withdraw after acceptingIs the fee invoiced on the start date or on offer acceptance?
Temp-to-perm transferConverting a temp can cost as much as a placementWhat is the transfer fee, and when does it fall away?
Exclusivity and off-limitsExclusivity buys effort but removes optionsIs exclusivity short, conditional and terminable, and will you approach our staff?
Check that the agency is allowed to do the work. Japan requires a government licence for fee-charging placement, and licensed agencies publish their fee schedules and refund policies on the ministry's register. Singapore licenses agencies and registers individual recruiters, while the UAE, Türkiye and Poland license or register agencies too. Temporary labour supply is licensed in Germany and several Australian states, and the Netherlands is introducing an admission regime from 2027. Using an unlicensed provider can shift liability to you.

How are recruitment agencies and search firms paid?

Contingency fees are usually a percentage of the hire's first-year base salary or total package, invoiced on the start date or on offer acceptance. In some markets, including India, Türkiye, Poland and Brazil, fees are often quoted as a number of monthly salaries, which you need to convert before comparing. Japanese agencies use theoretical annual income including expected bonus, and Gulf agencies often add housing and transport allowances to the base.

Retained search is commonly billed in three instalments, on signing, at shortlist and at placement, sometimes with a minimum fee; some firms now offer a fixed fee instead. Container search combines a smaller upfront payment with a success fee. RPO usually pairs a monthly management fee with per-hire or per-outcome fees, or moves to a pure per-hire price at volume. Temporary staffing is billed per hour or day worked.

Guarantees take the form of a sliding-scale refund or a free replacement if the hire leaves within an agreed period. Negotiate the length, remove conditions tied to invoice payment timing and make sure probation dismissals are covered. Fees are usually quoted excluding VAT, GST or KDV.

How do you brief an agency and avoid common mistakes?

Most poor agency results trace back to a poor brief. Give the agency what you would give an internal recruiter: the scorecard, the pay band, the interview process and an hour with the hiring manager. Explain why the role exists, what success looks like after a year, which must-haves cannot be traded and why a strong candidate would move.

Agree the process before the search starts: how many candidates you expect to see and by when, what the agency screens for, how quickly you will give feedback, who presents the offer and how the agency should describe your company. Agencies are your voice in the market.

Avoid sending one role to many contingency agencies: it creates a race to submit CVs, duplicate introductions and fee disputes. One or two well-briefed agencies usually do better, and for senior or confidential roles one retained firm is the norm. Ask how many live briefs the named consultant holds, because you hire the consultant, not the brand.

Finally, review every search on shortlist quality, time to shortlist, offer acceptance and twelve-month retention rather than CV volume. If you pay fees for the same role family every quarter, build a pipeline through referrals, direct sourcing or a talent pool instead.

Need the country-by-country detail? Our Finding the Right Person guide sets out fee structures, guarantee norms and licensing rules in thirteen markets, with a briefing question set: Recruitment Agencies and Headhunters: Fees, Contracts and How to Choose. That guide is editorial; the list above is a free, alphabetical directory that no company can pay to appear in.

Frequently asked questions

What is the difference between contingency and retained search?

A contingency agency is paid only if you hire a candidate it introduced, so it may prioritise roles that fill quickly. A retained firm is paid in stages from the start of the search, commits a team and researches the whole market, which suits senior and confidential roles.

What is recruitment process outsourcing (RPO)?

RPO replaces part or all of your in-house recruiting with an external team of recruiters, sourcers and coordinators. It is usually priced as a management fee plus per-hire or per-outcome fees and suits companies with sustained hiring volume.

Should you give an agency exclusivity?

Exclusivity can buy real effort from a contingency agency, but only if it is short, tied to agreed activity such as a shortlist by a set date, and terminable. Open-ended exclusivity removes your options without guaranteeing results.

Do recruitment agencies need a licence?

It depends on the country. Japan, Singapore, the UAE, Türkiye and Poland license or register agencies, and temporary labour supply is licensed in several more markets. Ask for the licence or register number in writing and check it on the official register.

How this directory is compiled

Every company on this page was added by our editors from publicly available information: the company name, what it does in one line, and a link to its own site. No company paid to be listed, none was asked for approval, and inclusion here is not a recommendation — it is a starting point for a shortlist you should verify yourself.

No position on this page can be bought: the list is always alphabetical and every entry is free. Advertising on kurums.com appears only in clearly labelled ad units, separate from the listings, and has no influence on our editorial guides or on the Kurums Trust badges, which are earned against published criteria and are never for sale.

Plans, features and availability change often in this category, so vendor descriptions here are kept short and factual. Check each provider's own site before you decide, and treat any directory — including this one — as a list of candidates rather than an answer.
