What does an HR consulting or HR outsourcing firm actually do?

HR consulting firms give employers expertise they do not keep in-house. Some design pay and grading structures, benchmark salaries and advise on pensions and benefits. Others redesign organisations, run assessment centres and leadership programmes, support restructurings through outplacement, or act as an outsourced HR department for small companies that have no HR manager.

HR outsourcing firms take over processes rather than give advice. They run payroll, HR administration and benefits administration, sometimes across many countries, under a service agreement with agreed response times and controls. The line between the two is blurred: large firms often sell consulting, data, software and outsourcing side by side.

This category lists firms whose main work is HR advice, reward and benefits consulting, assessment, outplacement and HR outsourcing. Recruitment agencies, staffing firms and executive search firms have their own category, as do employer of record providers.

Which type of HR firm fits your problem?

Start from the problem, not the brand. A pay-transparency project, a redundancy programme and a missing HR manager need very different firms, even if one group claims to cover all three.

TypeTypically fitsWatch out for
Reward and benefits consultancyPay structures, job grading, salary benchmarking, pensions and benefits designSurvey data licences that renew every year; advice tied to the firm's own broking or products
Pay equity and pay transparency specialistGender pay gap analysis, job evaluation and new pay-reporting dutiesRules differ by country and are still being written in parts of the EU
Organisation and HR strategy consultancyRestructuring, operating models, HR function design and workforce planningRecommendations delivered without help to implement them
Assessment and leadership developmentAssessment centres, psychometric testing, succession planning and coachingTest validity, fairness and handling of candidate data
Outplacement and career transitionRedundancy programmes, transfer companies and redeploymentProgramme length and what each participant actually receives
Outsourced HR for small businessesDay-to-day HR advice, contracts, handbooks and tribunal supportLong fixed-term contracts and automatic renewal
HR and payroll outsourcingPayroll, HR administration and benefits administrationCountry coverage, data migration and service levels

Size matters too. Global consultancies bring survey data from many countries and methods that work across a group, which helps multinationals compare roles. Independent and local firms are often faster, cheaper to engage and closer to national labour law, collective agreements and works-council practice.

If the real need is a hire rather than advice, a recruitment agency or search firm is usually the better route; the consultancy can still help define the role and pay range first.

What should you compare before shortlisting?

Proposals from HR consultancies tend to look alike: a diagnosis, a method, a timeline and a team. The differences show up in data, people and what you keep when the project ends.

CriterionWhy it mattersWhat to ask
Country experiencePay, pensions and labour law differ sharply between marketsWhich recent projects did you deliver in our countries, and for companies of our size?
Named teamThe senior partner who pitches may not do the workWho will run the project day to day, and how much of their time is committed?
Method and dataJob evaluation and pay benchmarks are only as good as the method and sampleWhich grading method and survey sample will you use, and can we keep using them afterwards?
IndependenceConsultancies that also broke insurance or sell software may have conflictsHow are you paid on this work, and do you receive any commission linked to your advice?
Legal backingHR advice often turns into an employment-law questionAre qualified employment lawyers involved, and is advice covered by insurance?
Data protectionPay, health and performance data are sensitiveWhere will our employee data be stored and processed, and who can access it?
Exit and ownershipYou need to run the pay structure or HR process after the project endsWho owns the models, job descriptions and tools, and what does an exit cost?
Ask whether the firm earns anything beyond its consulting fee from the advice it gives. Benefits and pension advice in particular can be linked to broking commission or product sales. That is not wrong in itself, but it should be disclosed in writing before you rely on the recommendation.

How are HR consulting and outsourcing services priced?

Advisory projects are usually priced as a fixed fee for a defined scope, paid in milestones, or as day rates that vary with the seniority of the consultants involved. Ongoing advice is often sold as a monthly or annual retainer. Salary surveys, benchmarking tools and job-evaluation methods are typically licensed by subscription, so budget for renewals if you want to keep the data current.

Outsourced HR for small businesses is commonly sold as a fixed-term service contract with a regular fee, sometimes bundled with employment-law insurance. HR and payroll outsourcing is generally priced per employee per month, with set-up and implementation charged separately. Outplacement programmes are priced per participant or per project, depending on the length and depth of support.

When comparing quotes, check what counts as a change request, how expenses are charged, whether data licences continue after the project and what notice ends a contract.

What mistakes should you avoid when hiring an HR consultancy?

The first mistake is buying a method before defining the problem. A grading system or competency framework is only useful if it solves a decision you need to make, such as setting pay ranges, planning succession or preparing pay-gap reports.

Second, avoid signing long service contracts without reading renewal and termination terms. Outsourced HR packages for small firms often run for several years and renew automatically unless you give notice in a narrow window.

Third, do not let the consultancy own what you will need to run. Agree in the contract that job descriptions, pay structures and models belong to you and can be used after the engagement ends.

Finally, involve the people who will live with the result. Line managers, works councils or employee representatives and payroll teams should see the design before it is final, or adoption will stall.

Frequently asked questions

What is the difference between an HR consultancy and a recruitment agency?

A recruitment agency finds candidates and is usually paid when you hire. An HR consultancy sells advice, data, design or assessment, such as pay structures, organisation design or leadership programmes, and is paid for the work regardless of hiring. Some groups offer both under different brands.

Do small businesses need an HR consultancy?

Many small employers buy outsourced HR support instead of hiring an HR manager. It typically covers contracts, policies, disciplinary and absence issues and access to employment-law advice. Compare contract length, renewal terms, response times and whether tribunal support or insurance is included.

Can an HR consultancy help with pay transparency laws?

Yes. Reward consultancies run job evaluation, pay-gap analysis and reporting projects for new pay-transparency rules, including the EU Pay Transparency Directive. Check that the firm knows the implementing law in each country where you employ people, since national rules and timelines differ.

What is HR outsourcing compared with an employer of record?

HR and payroll outsourcing runs administration for staff you employ yourself. An employer of record becomes the legal employer of your staff in a country where you have no entity, and takes on payroll, contracts and compliance there. Both are covered in our Finding the Right Person hub.

How this directory is compiled

Every company on this page was added by our editors from publicly available information: the company name, what it does in one line, and a link to its own site. No company paid to be listed, none was asked for approval, and inclusion here is not a recommendation — it is a starting point for a shortlist you should verify yourself.

No position on this page can be bought: the list is always alphabetical and every entry is free. Advertising on kurums.com appears only in clearly labelled ad units, separate from the listings, and has no influence on our editorial guides or on the Kurums Trust badges, which are earned against published criteria and are never for sale.

Plans, features and availability change often in this category, so vendor descriptions here are kept short and factual. Check each provider's own site before you decide, and treat any directory — including this one — as a list of candidates rather than an answer.
