Buyer's guide · HR

We compared six HR case management and HR help desk tools on published pricing, free plans and trials, case confidentiality, employee self-service, workflow automation and the HR team size each one fits.

By Kurums EditorialPricing checked 12 October 2026Updated 13 October 2026How we make money
TL;DR
  • Small HR teams on a tight budget: Jira Service Management — Free for up to 3 agents with HR templates; Standard costs $20 per agent per month with a 14-day free trial.
  • SMBs wanting cases inside an HR suite: Zoho People — Premium plan includes Cases for employee queries with SLA tracking; a 30-day free trial needs no credit card.
  • Companies already using Freshservice for IT: Freshservice — Business Agent License for HR and other non-IT teams costs $49 per agent per month, with a 14-day trial.
  • Employee relations and investigations teams: HR Acuity — Purpose-built for ER case management, guided investigations and speak-up reporting, priced by quote.
  • Large enterprises on ServiceNow: ServiceNow HR Service Delivery — Combines HR case management, an employee center and AI agents across HR, IT and workplace systems, priced by quote.

HR case management software gives HR teams one place to receive, track and resolve employee questions and issues. Employees submit requests through a portal, email, Slack or Teams, and HR staff handle them as cases with owners, deadlines and history. Most tools add a knowledge base for self-service, workflows for onboarding and other life events, and reporting on volumes and resolution times. Some products focus on sensitive employee relations work such as investigations and grievances. The category solves lost emails, inconsistent answers, poor audit trails and HR teams buried in repeat questions. Buyers range from small HR teams moving off shared inboxes to global shared service centers handling thousands of cases a month.

We compared each tool on published pricing, free plan or trial, confidentiality and access controls, employee self-service channels, HR-specific workflows and main limitation. Products are listed in practical buyer order, from tools with free plans and published prices to quote-led enterprise platforms. This order is not a quality ranking. Prices were checked on official vendor pages on 12 October 2026 and are in USD. Where a vendor's HR-specific pricing page could not be loaded, we say so. Confirm current prices with each vendor.

The 6 options in detail

1

Jira Service Management

Best for budget HR service desks

Best for: Small and mid-size HR teams, especially in companies already using Atlassian tools, that want a low-cost HR service desk with templates.

AttributeJira Service Management
Published pricingFree for up to 3 agents; Standard $20 and Premium $51.42 per agent per month; Enterprise by quote, annual only
Free plan or trialFree plan for 3 agents; 14-day free trial of Standard and Premium with no payment details
Confidentiality controlsRestricts who can submit certain requests and locks down sensitive information to relevant stakeholders
Employee self-serviceSelf-service portal with knowledge articles, multiple help centers, and requests via Slack, Teams and email
HR workflowsHR templates, AI-assisted intake forms, automated routing and approvals for multi-team processes like onboarding
Main limitationA general service management tool, so HR-specific features such as investigations need configuration or add-ons
  • Free plan covers 3 agents and includes templates for HR, which suits small teams.
  • Annual billing saves up to 17%, and monthly plans charge on your exact agent count.
  • It is not built for employee relations investigations, and HR teams may need admin help to configure it well.

Our take: Jira Service Management fits small and mid-size HR teams that want a structured service desk without a large budget. It is now sold within Atlassian's Service Collection. The Free plan supports 3 agents with HR templates, which is enough for many small HR teams to move off a shared inbox. Standard costs $20 per agent per month and Premium $51.42, with a 14-day trial and annual billing that saves up to 17%. Employees raise requests through a portal, email, Slack or Teams, and articles surface automatically to deflect common questions. You can create separate help centers for new hires, managers or former employees and restrict sensitive request types to specific people. In a trial, set up three common requests, such as payroll queries, leave and a confidential concern, and test who can see each. Compared with Freshservice and Zendesk, Jira is cheaper to start. Compared with HR Acuity, it lacks investigation methodology and ER analytics.

2

Zoho People

Best for cases inside an HR suite

Best for: Small and mid-size companies that want HR case management bundled with core HR, time off and employee records in one system.

AttributeZoho People
Published pricingPer-user plans with a 5-user minimum; exact rates vary by plan and region and were not shown on the page we loaded
Free plan or trialForever free for 5 users with employee database and time off; 30-day free trial with no credit card
Confidentiality controlsCases sit inside the HR system, using its role-based permissions for employee records
Employee self-serviceEmployee self-service within the Zoho People portal and mobile apps
HR workflowsCases for employee query management with SLA tracking on Premium+, alongside core HR, time off and performance
Main limitationCase management is one module of an HR suite and is only on Premium+ or higher, not the free plan
  • Case management sits next to employee records, leave and HR processes in one system.
  • Includes a 30-day free trial and a free plan for up to 5 users.
  • Case features require Premium+ or Enterprise+, and it is less flexible than a dedicated service desk for complex routing.

Our take: Zoho People fits small and mid-size companies that want HR case handling inside their core HR system rather than as a separate tool. On Premium+, the Cases module handles employee queries with SLA tracking, and cases sit next to the employee database, time off, attendance and performance data. That reduces switching between systems for a small HR team. The free plan covers 5 users but includes only the employee database and time off, so you need Premium+ or Enterprise+ for cases. Paid plans have a 5-user minimum, and organizations above 500 users must request a quote. We could not see exact per-user rates on the pricing page we loaded, so check prices for your region. Use the 30-day trial to test case categories, SLAs and what managers can see. Compared with Jira Service Management, Zoho People is less configurable for routing but gives you a full HR system. Compared with ServiceNow, it is far simpler and suited to smaller organizations.

3

Freshservice for Business Teams

Best for extending IT desks to HR

Best for: Companies already running Freshservice for IT that want HR, facilities, finance and legal on the same service platform.

AttributeFreshservice for Business Teams
Published pricingBusiness Agent License for HR and other non-IT teams $49 per agent per month; ITSM plans $19, $49 and $99 per agent, billed annually
Free plan or trial14-day free trial with unrestricted access to all features
Confidentiality controlsRole and team-based access within the service desk; confirm HR record confidentiality settings in a demo
Employee self-serviceService catalog for structured employee requests, with Workday, Microsoft Teams and Slack integrations
HR workflowsCentralized requests, approvals and tasks with SLAs and routing; prebuilt cross-functional workflows for onboarding
Main limitationHR-specific confidentiality features are not detailed on the public pages we reviewed
  • Lets HR share one service platform and catalog with IT, facilities and finance.
  • Connects with Workday and lets employees raise requests from Teams or Slack.
  • Public pages do not detail HR-specific confidentiality controls, so you must verify them before handling sensitive cases.

Our take: Freshservice for Business Teams fits companies where IT already runs on Freshservice and HR wants to join the same platform. HR agents use the Business Agent License, priced at $49 per agent per month, while IT continues on its ITSM plan. Employees use one service catalog for requests across departments, and workflows can span teams, which helps with onboarding where HR, IT and facilities each have tasks. Integrations with Workday, Microsoft Teams and Slack let employees raise requests in tools they already use. Freshservice offers a 14-day trial with access to all features. The public business teams page does not describe HR-specific confidentiality controls, so in a demo ask how you restrict sensitive cases, hide employee relations tickets from IT agents, and audit access. Compared with Jira Service Management, Freshservice is often easier for non-technical teams to configure. Compared with Zendesk, it is a stronger fit when IT service management is the anchor use case.

4

Zendesk for Employee Service

Best for AI-assisted HR and IT support

Best for: Mid-size and large companies that want AI agents and self-service for HR and IT questions inside Slack and Microsoft Teams.

AttributeZendesk for Employee Service
Published pricingSuite Team $55 and Professional $115 per agent per month billed annually; employee service packaging on a separate page we could not load
Free plan or trial14-day free trial with no credit card required
Confidentiality controlsRole-based agent access; ask how sensitive HR tickets are restricted from IT agents
Employee self-serviceSupport inside Slack and Microsoft Teams, AI agents and knowledge surfaced to employees
HR workflowsAutomated onboarding, offboarding, approvals and life-event workflows; Copilot for HR agents
Main limitationEmployee service pricing was not visible to us, so the Suite prices may not match your quote
  • AI agents handle routine multi-step requests following your workflows and policies.
  • Marketplace of 1,800+ apps and integrations, plus AI quality assurance across interactions.
  • Employee service pricing sits on a separate page we could not verify, and AI features may add cost.

Our take: Zendesk for Employee Service fits mid-size and large companies that want fast, AI-assisted answers for HR and IT questions in the tools employees already use. Employees ask questions in Slack or Microsoft Teams, AI agents and knowledge articles resolve common requests, and Copilot helps HR agents route cases and suggest next steps. Workflows cover onboarding, offboarding, approvals and life events, and AI quality assurance reviews interactions for SLA risks and policy gaps. Zendesk lists customer results such as a 92% drop in median resolution time at Audacy. The general pricing page lists Suite Team at $55 and Suite Professional at $115 per agent per month billed annually, but employee service packaging is on a separate page we could not load, so request a quote. A 14-day trial is available. In the trial, test how confidential HR tickets are hidden from other agents. Compared with Freshservice, Zendesk leans more on AI and chat-based self-service; compared with ServiceNow, it is quicker to deploy.

5

HR Acuity

Best for employee relations and investigations

Best for: Employee relations, legal and compliance teams that manage sensitive cases such as complaints, investigations, accommodations and grievances.

AttributeHR Acuity
Published pricingQuote-based; no pricing published
Free plan or trialNo free trial listed; demo and ROI calculator available
Confidentiality controlsPermission controls built for sensitive ER cases, investigations and documentation
Employee self-serviceSpeak-up reporting by named or anonymous reports in multiple languages via AI, live agents or web
HR workflowsGuided investigations, interview templates, PIPs, accommodations, union grievances and ER analytics
Main limitationFocused on employee relations, not general HR questions such as payroll or benefits queries
  • Provides a three-step investigation methodology and customizable interview templates.
  • AI summarizes cases, flags risk and suggests next steps, with dashboards for ER trends.
  • It is a specialist ER tool, so you may still need a general HR help desk for routine questions.

Our take: HR Acuity fits organizations where the hardest HR cases are employee relations issues: harassment complaints, misconduct investigations, performance improvement plans, accommodation requests and union grievances. It centralizes intake, investigation, documentation and outcomes, with permission controls designed for sensitive matters. Employees can raise concerns by name or anonymously, in several languages, through AI, live agents or the web, and managers get guidance through the managER tool. Analytics dashboards show trends and risk across business units, and AI summarizes cases and suggests next steps while leaving judgment with people. Pricing is by quote. In a demo, walk through an investigation from intake to closure and ask how legal privilege, retention and access logging are handled. Compared with Jira, Freshservice or Zendesk, HR Acuity offers far deeper ER methodology but does not replace a general HR help desk. Compared with ServiceNow, it is narrower but more specialized for investigations.

ServiceNow HR Service Delivery

Best for large enterprise HR shared services

Best for: Large enterprises, often already on ServiceNow for IT, that run HR shared services across many countries and systems.

AttributeServiceNow HR Service Delivery
Published pricingQuote-based; no prices published; plans and packages discussed with sales
Free plan or trialNo free trial listed; demo, data sheet and AI value calculator
Confidentiality controlsEnterprise access controls within the ServiceNow platform; confirm HR data segregation in implementation
Employee self-serviceEmployee center as an AI front door where employees search, ask, speak or type to request services
HR workflowsHR case and knowledge management, lifecycle events from hiring to offboarding, and AI agents running playbooks
Main limitationEnterprise pricing and implementation effort make it a heavy choice for smaller HR teams
  • AI agents handle routine requests and escalate complex issues to HR staff.
  • Workflows span HR, IT and workplace systems for lifecycle events such as onboarding.
  • No published pricing, and implementations usually require a partner or in-house ServiceNow expertise.

Our take: ServiceNow HR Service Delivery fits large enterprises that run HR as a shared service and often already use ServiceNow for IT. Employees use the employee center to search, ask or request services, from payroll questions to leave, and AI agents resolve routine requests or run playbooks before escalating to HR staff. Case and knowledge management sit alongside lifecycle event workflows that coordinate tasks across HR, IT and workplace systems from hiring through offboarding. Pricing is by quote, with plans and packages discussed with sales and success plans tailored to each customer. In a demo, ask how HR data is segregated from IT agents, what implementation typically takes, and which AI capabilities are included versus sold separately. Compared with Zendesk and Freshservice, ServiceNow is broader and more configurable but slower and more expensive to implement. Compared with HR Acuity, it covers the full HR service range but offers less specialized investigation methodology.

How to choose HR case management software

Separate routine requests from sensitive cases

Most HR requests are routine: payroll questions, leave balances, letters and benefits. A smaller share are sensitive employee relations matters such as complaints and investigations. General service desks such as Jira Service Management, Freshservice and Zendesk handle routine volume well, while HR Acuity is built for sensitive ER work. Large employers often use both. Decide which type of case causes the most risk or workload for you, and choose a tool built for that first. If you choose a general tool, confirm how it restricts sensitive cases.

Test confidentiality and access controls

HR cases contain health information, pay details and allegations. Check whether you can restrict case types to specific HR staff, hide cases from IT agents on a shared platform, and log who viewed each record. Jira Service Management lets you restrict who submits certain requests and lock down sensitive information, and HR Acuity provides permission controls for investigations. For Freshservice, Zendesk and ServiceNow, ask the vendor to demonstrate HR data segregation, since IT and HR often share the same instance and agent pool.

Prioritize self-service in the right channels

Self-service reduces case volume only if employees find answers where they already work. Zendesk and Jira Service Management support requests through Slack and Microsoft Teams, Freshservice integrates with Teams and Slack, and ServiceNow offers an AI-driven employee center. Ask how the knowledge base is maintained, whether answers can vary by country or employee group, and how AI responses are kept accurate. Test with real questions your team receives each week, such as leave policies and payslip queries, and see how often the tool resolves them without a case.

Map lifecycle workflows across teams

Onboarding, transfers and offboarding involve HR, IT, facilities and managers. Tools that span departments, such as Freshservice, Zendesk, Jira Service Management and ServiceNow, can coordinate these tasks with approvals and SLAs. Zoho People keeps cases inside the HR system, which simplifies records but may limit cross-team routing. List your three most common lifecycle processes, note every handoff, and ask each vendor to show those processes during the demo. Check integrations with your HRIS, such as Workday, so employee data does not need to be retyped.

Plan for reporting and audit needs

HR leaders need data on case volumes, resolution times, repeat issues and risk trends. Employee relations teams also need defensible records showing how complaints were handled. HR Acuity offers ER analytics and documentation tools, while service desks provide SLA and volume reporting. Ask what reports come standard, whether you can export case histories for legal review, and how long records are retained. Retention and deletion settings matter for privacy compliance in many countries, so involve legal or compliance early. Check dashboard sharing options too.

How HR case management software pricing works

Service desk tools usually charge per agent per month, where an agent is an HR staff member who handles cases. Employees who submit requests are typically free. Jira Service Management is free for up to 3 agents, with Standard at $20 and Premium at $51.42 per agent per month. Freshservice charges $49 per agent per month for its Business Agent License for HR and other non-IT teams. Zendesk lists Suite Team at $55 and Suite Professional at $115 per agent per month billed annually, though employee service packaging is shown on a separate page.

HR suites and enterprise platforms price differently. Zoho People charges per employee with a 5-user minimum, includes a free plan for 5 users, and offers case management on Premium+ and higher. HR Acuity and ServiceNow HR Service Delivery are priced by quote, often reflecting employee count, modules, AI features and implementation services. For quote-based tools, ask for a breakdown of licenses, implementation, training and support, and confirm what renewal increases are allowed. Enterprise implementations can cost as much as the first year of licenses, so include them in your budget.

To compare options, count your HR agents and total employees, then calculate annual cost under each model. Per-agent pricing favors small HR teams serving many employees. Per-employee pricing can cost more at scale but bundles other HR functions. Add expected implementation and training time for each option, since a tool your HR team cannot configure on its own will need ongoing admin support. A short pilot with real cases shows that effort clearly.

HR Case Management Software: frequently asked questions

What is HR case management software?

HR case management software lets HR teams receive, track and resolve employee requests and issues as cases. It records who owns each case, deadlines, notes and outcomes, and often adds a self-service portal and knowledge base. Some tools focus on routine HR help desk work, while others such as HR Acuity specialize in employee relations matters like investigations and grievances.

Is there free HR case management software?

Yes, with limits. Jira Service Management is free for up to 3 agents and includes HR templates. Zoho People has a free plan for 5 users, but its case management module requires Premium+ or higher. Freshservice and Zendesk offer 14-day free trials, and Zoho People offers a 30-day trial. Enterprise tools such as HR Acuity and ServiceNow do not list free plans.

How much does an HR help desk cost?

Per-agent pricing on this page includes Jira Service Management Standard at $20 per agent per month, Freshservice's Business Agent License at $49, and Zendesk Suite Team at $55 billed annually. Zoho People charges per employee with a 5-user minimum. HR Acuity and ServiceNow HR Service Delivery price by quote, and implementation services can add substantially to first-year cost.

Can IT service desk software be used for HR?

Yes. Jira Service Management, Freshservice and Zendesk all position their platforms for HR as well as IT, with HR templates, service catalogs and onboarding workflows. The main risk is confidentiality, since IT and HR may share agents and data. Confirm you can restrict HR cases to HR staff, hide sensitive fields and audit access before moving employee relations cases onto a shared platform.

What is the difference between HR case management and employee relations software?

HR case management usually means handling the full range of employee requests, from payroll questions to leave and letters. Employee relations software, such as HR Acuity, focuses on sensitive matters like complaints, misconduct investigations, accommodations and grievances, with investigation methods, documentation and risk analytics. Many large employers use a service desk for routine requests and a specialist ER tool for sensitive cases.

How should HR case data be protected?

Restrict access to the HR staff who need it, log access to sensitive cases, and set retention and deletion rules that match your legal obligations. Ask vendors about encryption, data residency and certifications, and test permission settings during a trial. Employment and data protection rules differ by country, so this is general information, not legal advice; involve your legal or privacy team.
