Workday, SAP, Oracle and a wave of recruiting start-ups now sell AI agents that screen candidates, answer payroll questions and draft reviews. Here is what ships, what it costs and where the evidence is still thin.
- Self-service answers, job-ad drafting and conversational scheduling are the proven layer. Workday says more than 5,500 customers use at least one of its agents and that AI drove over 25% of its new ACV last quarter.
- Candidate screening is the most valuable and most legally exposed use case. Mobley v. Workday and an FCRA class action against Eightfold show that vendors, not only employers, can be drawn into hiring-bias claims.
- Pricing has moved to credits. Workday meters agents with Flex Credits and SAP with AI Units, while Oracle includes its HCM agents at no additional cost. Almost nobody publishes a cash price per action.
- Regulation now has dates. EU AI Act duties for high-risk employment AI apply from 2 December 2027 after the AI Omnibus, and NYC Local Law 144 still requires an independent bias audit before an automated hiring tool is used.
HR was one of the first departments where software vendors put generative AI into production, because so much HR work is text: job adverts, policy answers, review comments. By October 2026 the pitch has moved from copilots that draft to agents that act. They screen applicants, book interviews, process leave requests and flag payroll errors before a pay run. Every major HCM suite now ships a named agent catalogue, and recruiting start-ups sell AI interviewers that run the first round on their own.
The commercial pull is real. Workday reported that AI accounted for more than 25% of new annual contract value in its second quarter of fiscal 2027, and that more than 5,500 customers now use at least one of its own agents, up over 35% on the previous quarter. Oracle, by contrast, includes its HCM agents in the subscription at no additional cost, a direct challenge to rivals that meter usage.
HR is also the department where AI mistakes carry legal consequences. Hiring and performance tools are classed as high-risk under the EU AI Act, New York City requires bias audits of automated hiring tools, and a federal court in California has let an age-discrimination collective action against Workday proceed. How are HR software companies using AI in recruiting and candidate screening?
Recruiting is where the money and the risk concentrate. Workday's Recruiting Agent, built on the HiredScore business it bought in 2024, grades applicants against a requisition and resurfaces past applicants and internal candidates. Workday's product page claims a 54% rise in recruiter capacity within ten months of launch and 70% role coverage from existing talent pools. Both figures are vendor-reported and not tied to a named customer.
Ashby shows a more auditable design. Recruiters define the criteria for each job, and the model only labels each applicant as meeting, not meeting or uncertain against each one. An independent FairNow audit of data from January to August 2024 found no group below the 80% impact-ratio threshold; the lowest intersectional ratio was 86.4%.
High-volume hiring is where conversational AI has the longest track record. Paradox, which Workday acquired in October 2025, runs text-based applications, screening questions and self-scheduling for frontline roles. In a Paradox case study, Chipotle reports application-to-start time falling from 12 days to four and application completion rising from 50% to 85%.
The newer frontier is the AI interviewer. HireVue bought Hireguide's technology in March 2026 to build a voice-based AI interviewer, and Eightfold's AI Interviewer runs video, audio or text interviews and returns scored results. Eightfold says early adopters cut hiring cycles from 42 days to under a week; nobody has published an independent replication. Fraud is a growing driver too: Greenhouse Real Talent combines AI matching with bot detection and identity checks through CLEAR, while leaving final decisions with people.
Can AI write job descriptions and run employee self-service?
Job-description drafting is the most mature generative use in HR because the output is short, reviewed by a human and cheap to fix. Greenhouse drafts a job post from a title and a few responsibilities, with tone controls, and its own help pages warn that the output is not automatically checked for bias. Deel's hiring agent and Oracle's Role Guide Generation Agent do the same inside their suites.
Employee self-service is the volume play. Sana from Workday, launched in March 2026, includes a Self-Service Agent with more than 300 skills across pay, time and absence, reachable in Teams, Slack, Microsoft 365 Copilot and Gemini Enterprise. Workday cites customer Berner reaching 90% adoption within 40 days. SAP's HR Service Agent and Oracle's My Help workspace target the same first-line questions.
The design difference that matters is answering versus acting. Workday's Flex Credit page charges 1 credit when the Self-Service Agent retrieves information and 5 when it completes a task autonomously, a useful signal of where vendors see both value and cost. Rippling's AI respects existing permissions and asks for explicit confirmation before any action runs. At the small-business end, BambooHR tiers its assistant by plan: Core answers HR data questions, Pro adds policies and handbooks, and Elite adds benchmark analysis, on plans listed from $10, $17 and $25 per employee per month (as listed on 11 Oct 2026).

What is skills intelligence in HR software, and does it work?
Skills intelligence means inferring what people can do from their work data, then matching them to roles, courses and projects. Oracle's August 2026 release added an Intelligent Talent Profiles Agent that infers skills from connected work systems, plus agents that compare skills supply with demand across the organisation and against career paths. SAP's 1H 2026 release added skills governance to its talent intelligence hub so the taxonomy stays consistent across modules and partner apps.
Eightfold built its business on this layer and says its matching draws on more than 1.6 billion career trajectories. For a CFO the attraction is filling roles internally instead of paying external hiring costs. The weakness is validation: inferred skills are probabilistic, employees rarely correct their profiles, and few vendors publish accuracy figures for skills inference. Treat a skills graph as a starting point for a conversation, not as a system of record.
How is AI changing performance reviews and people analytics?
Performance tools now draft the review itself rather than polishing a manager's prose. Lattice shipped evidence-based review drafts in July 2026, built from 1:1 notes, feedback, goals and prior reviews, and says early customers finished reviews 47% faster when starting from a draft. SAP's Performance and Goals agent gathers data, summarises peer feedback and proposes talking points, and is included with Joule Base. Oracle's calibration workspace flags rating inconsistencies between managers.
This is where the EU AI Act bites hardest. Annex III lists systems used to monitor and evaluate the performance and behaviour of workers, so a tool that scores or ranks employees is high-risk. A drafting aid that a manager rewrites may fall outside if it does not materially influence the outcome, but buyers should get the vendor's classification in writing.
People analytics has moved to plain-language questions. BambooHR, Rippling and SAP's People Intelligence Agent let managers ask workforce questions and get charts back, and Rippling links every number to its source record so users can check it. The value depends on data hygiene: a clean HR system answers well, while a fragmented one answers confidently and wrongly.
Can AI catch payroll errors before the pay run?
Payroll anomaly detection is the least glamorous use case and arguably the easiest to justify, because an error caught before the run saves rework, penalties and employee trust. ADP added a payroll agent to ADP Global Payroll in April 2026 that flags variances and suggests corrections for human approval; early adopters estimate savings of up to 30 minutes per payroll cycle. Oracle's Payroll Run Analyst flags unusual pay and suggests likely causes, and Deel's payroll AI traces anomalies to their source before a cycle starts.
Variance reports existed long before generative AI. What is new is the explanation layer: the agent says why a figure moved, for example an address change that triggered a different tax jurisdiction, a case Rippling has described for its own payroll troubleshooting agent. The time savings are real but modest, and the published evidence is still vendor-reported.
Which AI use cases in HR software are proven, and which are hype?
Where the claims outrun the evidence
Almost every outcome figure in HR AI is vendor-reported: Workday's 54% recruiter-capacity gain, Eightfold's 42-day-to-one-week hiring cycle, Lattice's 47% faster reviews. None comes with a published control group, and several are not tied to a named customer. Even Workday's 5,500-customer figure counts use of at least one agent, not depth of use or savings. Gartner's surveys show HR functions piloting or implementing generative AI rising from 19% in June 2023 to 61% in January 2025, but a pilot is not production.
Costs are also harder to forecast than seat licences. Workday's rate card, as reported by CIO.com in July 2026, charges 6 credits to screen and grade one CV and 750 credits per requisition to find leads in talent pools, and credits expire after a year. Neither Workday nor SAP publishes a cash price per credit or AI Unit, so a high-volume employer screening tens of thousands of applicants needs to model consumption before signing. And every agent inherits the quality of the HR data beneath it: duplicate job codes, stale org charts and missing skills produce confident wrong answers.
How should a company adopt AI in HR?
- Start with low-risk text workBegin with job-description drafting and self-service answers, where a person reviews the output and mistakes are cheap. Measure time to post and ticket deflection before moving to decisions about people.
- Classify every use caseMap each AI feature against EU AI Act Annex III and NYC Local Law 144 before switching it on. Anything that filters applicants, ranks candidates or evaluates performance needs a documented risk assessment, named human oversight and, in New York City, a published bias audit.
- Demand the audit and the inputsAsk vendors for their latest bias audit, impact ratios by sex and race or ethnicity, and the data each model uses. Prefer designs where recruiters set the criteria and the AI labels evidence, over a single opaque fit score.
- Model consumption before signingFor credit-based pricing, estimate monthly actions such as CVs screened and questions answered against the rate card, and negotiate caps or rollover. Compare the result with bundled agents and per-seat plans.
- Fix the HR data firstClean up job architecture, the skills taxonomy and policy documents before deploying agents. Give one owner the job of reviewing agent logs monthly for accuracy, escalations and adverse impact.

What can software companies learn from how HR vendors build AI?

Ashby's criteria-based labelling is easier to audit and defend than a single fit score, and its published FairNow audit doubles as a sales asset. Build explainability in from the first release rather than retrofitting it.
Rippling's agents run with the invoking user's permissions and ask for confirmation before acting, and Workday prices lookups below autonomous actions. Split read and write paths in both the architecture and the price list.
Credits tie revenue to usage but frustrate budget owners when no cash price is published. Oracle's no-additional-cost stance shows bundling is a competitive weapon; a predictable floor plus metered overage is easier to sell.
In Mobley v. Workday the court let claims proceed on the theory that a software vendor can act as an employer's agent. Keep bias-testing records, per-customer feature logs and clear contractual allocation of responsibility.
What are the risks of AI in HR software?
β οΈ Before you switch it on
EU AI Act high-risk status. Recruitment, selection, promotion, termination, task allocation and performance monitoring are high-risk under Annex III, with obligations applying from 2 December 2027 under the AI Omnibus. Inferring emotions in the workplace has been banned since 2 February 2025.
US bias audits and lawsuits. NYC Local Law 144 requires a bias audit within a year before use, published results and candidate notice ten business days ahead. A December 2025 state comptroller audit found the city's enforcement weak, and class actions against Workday and Eightfold are testing vendor liability.
Wrong answers on pay and policy. A self-service agent that misstates leave entitlement or tax treatment creates employee-relations and legal exposure. Require citations to the source policy and a clear route to a human.
Credit and platform lock-in. Credits that expire annually and agents built on one vendor's data cloud raise switching costs. Keep exportable logs, prompts and configurations.
Frequently asked questions
Is AI recruiting software legal under the EU AI Act?
Yes, but systems used to place targeted job ads, filter applications or evaluate candidates are high-risk under Annex III. Providers must meet risk-management, data-governance, logging and human-oversight requirements, and employers must use the tools as instructed with human oversight. The AI Omnibus, in force since 27 July 2026, moved these obligations to 2 December 2027, while using AI to infer workers' emotions is already prohibited.
What does NYC Local Law 144 require from employers?
Employers and employment agencies using an automated employment decision tool for New York City candidates or employees need an independent bias audit within one year before use. They must publish a summary of the results and notify candidates at least ten business days before the tool is used. The audit reports selection rates and impact ratios by sex and race or ethnicity.
How much do AI agents in HR software cost?

Fully autonomous source-to-offer hiring is still largely roadmap.

Proven means the feature is generally available, used by a broad customer base and backed by measurable results we could trace. Emerging means it ships but adoption or evidence is thin, mixed or only vendor-reported. Hype means the announcement, demo or marketing claim runs ahead of what customers can verify today.
