The product names have shifted several times in the past two years, which makes older guides unreliable. What replaced Video action campaigns?
Demand Gen. Google stopped new Video action campaigns in April 2025 and completed automatic upgrades in April 2026. Demand Gen also runs on Discover, Gmail, Maps and the Display Network.

What are YouTube Ads and where do they appear?
YouTube Ads appear in six main places: before or during videos (in-stream), between Shorts in the Shorts feed, in search results, on the home feed, beside the video being watched, and at the top of the home page as the Masthead. They run on phones, computers and television screens.
The television part has grown quickly. Nielsen’s Gauge report for July 2026 put YouTube at 14.2% of all television viewing in the United States, a record for the platform, with streaming overall at 49.0%. Alphabet reported YouTube advertising revenue of $11.1 billion for the second quarter of 2026, up 13% from a year earlier. On the short-form side, YouTube’s chief executive wrote in January 2026 that Shorts averages 200 billion daily views.
For a planner, this spread means a single platform now covers jobs that used to need separate TV, online video and social budgets. It also means creative has to exist in more than one shape. A horizontal 30-second film will not fill a vertical Shorts placement well, and a six-second bumper cannot carry a product demonstration. Before choosing formats, be clear about whether the campaign is meant to build memory, earn consideration or produce a measurable action. Which YouTube ad formats are available in 2026?
Google Ads Help lists six video ad formats as of October 2026: skippable in-stream, non-skippable in-stream, in-feed video, bumper, YouTube Shorts ads and Masthead. They differ in length, in what you pay for and in which campaign types can carry them.

What counts as a view
With cost-per-view bidding on skippable in-stream ads, Google charges when a viewer watches 30 seconds, or the whole ad if it is shorter, or interacts with it, whichever comes first. For Shorts ads, a view is counted at 10 seconds or the end of the video, whichever comes first, or on a click. In October 2025 Google renamed the “Views” metric in Google Ads to “TrueView views”; the change was to labeling and did not alter billing.
Choosing between them
Bumpers and non-skippable ads guarantee the message is delivered and suit simple reminders. Skippable in-stream gives viewers a choice, so the opening five seconds must carry the brand and the reason to keep watching. In-feed ads behave more like content, since the viewer chooses to watch. Shorts ads need vertical creative that looks native to the feed. Most campaigns use two or three formats together and let Google’s system allocate between them.
How do Demand Gen and Video campaigns differ?
Video campaigns buy awareness and consideration on YouTube using reach or view bidding. Demand Gen campaigns buy clicks and conversions across YouTube, including Shorts, plus Discover, Gmail, Maps and the Google Display Network, and they accept image and carousel ads as well as video.
Video campaign subtypes
Google Ads Help describes several Video campaign subtypes. Video reach campaigns aim to reach as many people as possible within budget, with options for efficient reach (a mix of bumper, skippable in-stream, in-feed and Shorts ads), non-skippable reach and target frequency. Video view campaigns aim for views from people likely to consider the brand and use target CPV bidding. Ad sequence campaigns show a series of videos to the same viewer in a set order. There is also an audio reach subtype for audiences who consume audio content on YouTube.
Demand Gen
Demand Gen took over from Video action campaigns. Google stopped the creation of new Video action campaigns in April 2025, began automatic upgrades in July 2025 and completed the final conversions in April 2026. The replacement differs in three ways that matter for budgeting: inventory extends beyond YouTube, creative can include images and carousels, and billing can be per click or per impression depending on placement.
Advertisers who want YouTube only can still have it. Demand Gen includes channel controls at ad group level that let you choose among YouTube in-stream, YouTube in-feed, YouTube Shorts, Discover, Gmail, Maps and the Display Network, or leave the selection to Google. How does targeting work on YouTube?
YouTube targeting combines who the viewer is, what they are interested in or shopping for, your own customer data and the content the ad appears beside. Google’s current advice for conversion campaigns is to start broad and let automated bidding find the buyers.
People-based options
- Demographics: age, gender, parental status and household income where available.
- Audience segments: Google’s affinity, in-market and life-event groups, plus custom segments built from keywords, URLs or apps.
- Your data: website visitors, customer lists and people who watched or engaged with your YouTube channel.
- Lookalike segments: audiences modeled on your customer or visitor lists. Google states these are exclusive to Demand Gen and cannot be reused in other campaign types.
Content-based options
Video campaigns can target by keyword, topic and placement, such as specific channels or videos, along with location, language and device, including TV screens. Content exclusions and inventory types control the kinds of videos your ad can appear next to. Demand Gen relies on account-level content suitability settings for brand safety and manages frequency automatically.
For B2B advertisers, the most reliable combination is first-party data plus custom segments built from the search terms your buyers use. Job-title targeting of the kind LinkedIn offers does not exist on YouTube, so audience quality has to be inferred from behavior. Check results by placement and audience segment every week in the first month and exclude clearly irrelevant inventory, such as children’s content or music mixes, if it appears.
Which bidding strategy should you choose?
Choose the bidding strategy that matches what you are buying: target CPM for reach, target CPV for views, and conversion-based bidding for leads or sales. Mixing an awareness format with a conversion bid, or the reverse, is the most common setup error.

For Demand Gen, Google’s own FAQ advises starting with Maximize conversions and moving to target CPA or target ROAS after 50 or more conversions. When switching to target ROAS, it suggests setting the target about 20% below the campaign’s previous 30-day return so the campaign keeps competing in auctions. Maximize clicks is positioned for awareness and consideration work.
Automated bidding is only as good as the conversion it is told to chase. If the conversion is a form fill, the system will find people who fill in forms, including poor leads. Where your CRM allows it, import qualified leads or opportunities as offline conversions and bid toward those. The campaign will look more expensive per conversion and usually deliver a better pipeline.
How much budget do YouTube Ads need?
There is no fixed entry price for YouTube Ads, since most formats are bought in an auction. The practical minimum is the amount that lets the campaign gather enough data to learn. For Demand Gen with a target CPA, Google recommends a budget of at least 10 times that target.
Published “average cost” figures for views or impressions vary so widely by country, audience, season and format that they are poor planning inputs. Two better methods exist. For awareness, use Reach Planner in Google Ads to estimate how much reach and frequency a budget will buy in your market. For conversions, work backward from the number of leads or sales you need and a realistic cost per conversion drawn from your other paid channels.
A back-of-envelope method for conversion campaigns
- Set a target cost per conversion you can afford, based on lead-to-customer rate and customer value.
- Multiply by at least 10 for the campaign budget level Google recommends for target CPA bidding.
- Plan to run long enough to pass 50 conversions before judging or changing the bid strategy.
- Reserve part of the budget for creative: at least three videos in more than one aspect ratio.
Some features carry their own thresholds. Brand Lift studies require minimum spend over a set period that varies by country and by the number of questions asked, and Google says Brand Lift is not available to all accounts and has to be arranged through a Google account representative. The Masthead is sold only by reservation. Smaller advertisers should plan around auction formats and in-platform experiments.
How do you measure YouTube Ads beyond views?
Measure YouTube Ads with three layers of evidence: delivery metrics that show what was bought, lift studies and experiments that show what changed because of the ads, and business data that shows whether the change was worth the money.
Delivery
Reach, frequency, TrueView views, view rate and cost per view tell you whether the campaign ran as planned. They do not prove impact. A low cost per view can simply mean the ads ran against cheap, low-attention inventory.
Lift and experiments
Google offers Brand Lift, which surveys exposed and unexposed viewers on measures such as ad recall, awareness, consideration, favorability and purchase intent, along with Search Lift and Conversion Lift. Demand Gen supports these lift measurements, data-driven attribution and creative A/B experiments. Where lift studies are out of reach, a geographic holdout test is a workable alternative: run the campaign in some regions, hold others back, and compare branded search and lead volume.
Business outcome
Connect the ad platform to your CRM. For lead generation, report cost per qualified lead and opportunity value by campaign. Expect view-through effects: many people who see a YouTube ad will arrive later through search or a direct visit, so last-click reports undercount video. What creative do YouTube Ads need to perform?
Effective YouTube creative puts the brand and the point in the first five seconds, works with and without sound, exists in horizontal, vertical and square versions, and ends with one clear action. Creative quality usually moves results more than any targeting setting.
Build a small matrix instead of one hero film: two or three messages, each cut to a six-second bumper, a 15 to 30 second version and a vertical Shorts version. That gives the system enough variation to test and gives you material for ad sequences. Creator-made video is now a standard input.
