WhatsApp Business marketing now runs on per-message billing, and the October 1, 2026 rate update made service replies and in-window utility messages billable. Small teams can stay on the free WhatsApp Business app. Anyone who needs automation, system integrations or large broadcasts needs the Business Platform through a provider. Budget for marketing templates by country, collect documented opt-in per message category, use Click to WhatsApp ads to open the free entry window, and treat AI agents as a metered cost.
Customers already use WhatsApp to ask about orders, book appointments and complain, so WhatsApp Business marketing is as much a service and operations decision as an advertising one. The channel mixes three jobs that used to sit in different teams: paid acquisition through click-to-chat ads, lifecycle messaging through approved templates, and live conversations handled by people or software. Each job has its own rules, its own price per message and its own compliance exposure. This guide covers the product choice, the pricing model as it stands in October 2026, opt-in and templates, ads, commerce features, AI agents, partner selection, compliance and measurement. It is written for marketing managers, founders and finance leads who must approve a budget or a headcount plan. For the wider channel picture, start from the Social Media Marketing Hub.
Which product do I need?
The free app suits one small team with modest volume. The Business Platform, reached through a partner or directly through the Cloud API, is required for automation, CRM integration and large-scale templates.
What changed in the money?
Meta bills each delivered business-to-user message by category and country. From October 1, 2026, service messages beyond 1,000 per number per month and utility messages inside the 24-hour window are charged.
What protects the account?
Documented opt-in that names the business, relevant templates, easy opt-out and a healthy quality rating. Without them, tier upgrades stall and sending can be restricted.
What is the difference between the WhatsApp Business app and the WhatsApp Business Platform?
The WhatsApp Business app is a free mobile and desktop tool for small teams that answer chats by hand. The WhatsApp Business Platform is an API product for companies that send templates at scale, connect a CRM and run automation through software or a partner.
Meta’s developer documentation describes the Platform as a Graph API over HTTP, with webhooks that deliver incoming messages and delivery status. Its main pieces are the Cloud API for sending and receiving messages and calls, a Business Management API for accounts, templates, billing and analytics, and the Marketing Messages API for optimized promotional sends. The app has none of this. It is a phone-first inbox with a business profile, a catalog, labels, quick replies and basic away and greeting messages.
Vendor guides from Infobip and ChatDaddy, which sell Platform access, list the app’s practical ceilings: broadcast lists capped at 256 contacts who have saved your number, up to four linked devices, a catalog of up to 500 items, and no CRM connection. Treat these as vendor-reported figures and confirm them in the app before you commit, since Meta changes app limits without a pricing-style calendar.
| Question | Business app | Business Platform |
|---|---|---|
| Cost to start | Free to download | No license fee from Meta; per-message charges plus any partner fee |
| Who answers | Small team on a few linked devices | Any number of agents or software through an inbox or API |
| Automation | Greeting and away messages | Chatbots, flows, AI agents, system triggers |
| Bulk sends | Broadcast lists, vendor-reported cap of 256 contacts | Approved templates, limited by quality and messaging tier |
| Integrations | None | CRM, helpdesk, e-commerce, analytics |
| Best fit | Local services, solo operators, pilots | Retail, travel, fintech, support-heavy brands |
Moving later is possible. Vendors report that an existing app number can be migrated to the Platform. Ask your provider in writing what happens to app access, chat history and labels after the move, and schedule the switch for a quiet period.
How does WhatsApp Business marketing pricing work as of October 2026?
Since July 1, 2025, Meta has charged per delivered message instead of per 24-hour conversation. The rate depends on the message category and the recipient’s country calling code. Messages from customers to your business are free.
Meta’s pricing documentation sets out four categories. Marketing, utility and authentication are template messages that can be sent at any time to an opted-in user. Service messages are non-template replies sent inside the 24-hour customer service window, which opens when a user messages or calls you and resets with each new user message. Meta added a fifth billing item on July 1, 2026, the Meta Business Agent, covered later in this guide. As of October 1, 2026, the rate card covers 47 markets, made up of 39 named countries and 8 regions.
| Category | What it is for | Billing as of October 2026 |
|---|---|---|
| Marketing | Offers, launches, reminders to buy, re-engagement | Charged per delivered template; highest rate; no volume tiers |
| Utility | Order updates, delivery notices, appointment confirmations | Charged per delivered template, now including sends inside the 24-hour window; volume tiers apply |
| Authentication | One-time passcodes and login verification | Charged per delivered template; volume tiers apply |
| Service | Free-form replies inside the 24-hour window | 1,000 free per business phone number each month, then charged |
| Meta Business Agent | Meta-hosted AI agent replies | Billed by token at $2.00 per million tokens, per Meta’s pricing page |
Two mechanics matter for finance. First, volume tiers discount only utility and authentication messages, by market and category, counted across the business portfolio and reset monthly. Marketing gets no volume discount. Second, Meta changes rates only on January 1, April 1, July 1 or October 1, with at least one month of notice for rate card changes and longer notice for model changes. That calendar gives you four planning points a year.
The 2026 changes so far followed that rhythm. Meta lists five rate updates on January 1, six on April 1, sixteen on July 1 and forty on October 1, plus new billing currencies. Brazilian accounts moved to local-currency billing from July 1, with existing accounts required to migrate by June 30, 2027, and Indian accounts must migrate by December 31, 2026. Check the currency on your account before the next cycle, because a currency fixed at account creation affects how invoices compare against your forecast.
What changed on October 1, 2026, and who feels it most?
On October 1, 2026, service messages beyond the free tier and utility templates sent inside the 24-hour window became billable. Both had been free, service messages since November 1, 2024 and in-window utility since July 1, 2025. Support-heavy and transaction-heavy accounts feel it first.
The free tier is 1,000 service messages per business phone number per month, unused messages do not roll over, and the counter resets at midnight in the messaging account’s time zone. Above that, service messages follow the rate for the recipient’s market. YCloud, a messaging provider, gives an illustrative case: at $0.0157 per message, 10,000 service messages to United Arab Emirates users in a month would cost $141.30 once the 1,000 free messages are removed. Use that arithmetic on your own volume by multiplying billable messages by your market rate.
Meta also warned that businesses without a payment method on file by September 30, 2026 risked interrupted service message delivery. If your finance team manages the account, confirm that a valid payment method is attached to the messaging account and not only to an ad account.
The same update moved nine markets to standalone rates (Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine) and raised marketing rates in seven markets while changing utility and authentication rates in twelve. YCloud’s breakdown shows marketing in Kuwait rising from $0.0341 to $0.0792 and in Mexico from $0.0305 to $0.0397, while utility and authentication fell sharply in Sri Lanka and Nepal. These are vendor figures, so read the official rate card for your own countries. Eligible government and non-profit organizations keep free service messages beyond the tier through December 31, 2027.
What are the opt-in rules and how do message templates work?
Meta requires opt-in before you message anyone on WhatsApp. The opt-in must state that the person agrees to hear from your business and must name the business. It may be collected anywhere, such as a website, SMS, a phone IVR flow or paper, as long as it complies with local law.
Meta’s opt-in guidance adds three recommendations that carry real operating weight. Get opt-in per message category, so a customer who wants order updates is not silently enrolled in offers. Make opt-out instructions clear and honor them promptly. Monitor your quality rating whenever you launch a new opt-in method, since sustained low quality can lead to rate limiting.
Templates in practice
Templates are pre-built messages that generally need Meta approval, and they are the only message type that can reach a user outside the 24-hour service window. Meta reviews each template and assigns it a category. A template that reads like a promotion but is submitted as utility invites recategorization or rejection, and a recategorized template is billed at the new category’s rate. Write utility templates around a transaction the customer started, and keep any offer language out of them.
Limits that shape campaign design
Messaging limits count unique users you may start conversations with in a rolling 24 hours, not total messages. Vendor guidance describes the ladder as 250, 2,000, 10,000, 100,000 and unlimited, with limits shared across the whole business portfolio since October 2025. A Medium or High quality rating and sustained use of the current limit are needed to move up. Separately, WhatsApp caps how many marketing messages one person receives, whether or not your tier has room. Vendors do not publish a fixed number, so plan for fatigue by suppressing recent recipients and sequencing offers.
One geographic rule needs a flag. Vendor sources quoting Meta’s developer documentation report that WhatsApp has not delivered marketing templates to United States (+1) numbers since April 1, 2025, with no restart date announced as of the latest reports in August and October 2026. Utility, authentication and service messages still reach US numbers. If a large share of your list is American, build the program on opt-in service flows, email and ads rather than assuming marketing templates will return.
The related teams should also read the social media marketing strategy guide so WhatsApp sits inside the same audience and consent model as your other channels.
How do Click to WhatsApp ads and the free entry point window work?
Click to WhatsApp ads run on Facebook and Instagram, and when a person taps the button a WhatsApp chat opens with your business. You pay Meta’s normal ad auction price for the impression or click, and the first reply you send can open a free messaging window.
According to Meta’s pricing documentation, a reply inside the 24-hour service window to a user who came from a Click to WhatsApp ad opens a free entry point window. That window now lasts up to 7 days. It was 72 hours until recently, and several vendors date the extension to September 28, 2026, so some older guides still show the shorter period. Inside the window, marketing, utility, authentication and service messages are free. Meta Business Agent replies stay billable, and the window applies to taps made on the Android and iOS apps.
In practice this changes the funnel math. A shopper who taps an ad on Monday and gets a prompt reply can receive a follow-up template on Thursday without a marketing charge. The condition is the reply. If nobody responds inside 24 hours, that chat does not receive the free window, which makes response time a cost line and not just a courtesy.
Setup choices
- Connect a WhatsApp number, from either the app or the Cloud API, to a Facebook Page or business portfolio. A Page admin is required.
- Set the ad-level greeting and suggested prompts, or use a WhatsApp Flows form to collect details before a human joins.
- Choose an objective that fits the goal. Vendor summaries of Meta’s developer documentation list engagement, leads, sales and traffic objectives for messaging ads.
- Tell agents what the ad promised, so the first reply continues the offer.
For account structure, bidding and creative on the ad side, see the Meta Ads guide and the Digital Ads pillar. Because these ads are served by Meta, read the Meta ads compliance notes for disclosure and verification rules that apply to the creative.
Where do catalogs, payments, Channels and Status ads fit?
Catalogs let customers browse products inside a chat. Payments exist only in a few markets. Channels are one-to-many broadcasts for followers. Status ads and promoted channels are paid placements in the Updates tab. Each serves a different stage of the buying path, and only some apply to every market.
Catalogs and commerce
Both the app and the Platform support product catalogs, and a vendor guide lists a 500-item catalog limit for the app. Catalog messages let a shopper view items and place an order in the thread. For merchants with a large product feed, the Platform route allows catalog and order data to connect to your store system, which matters because a manual order that never reaches the warehouse is a common failure.
Payments
In-chat payments are available in a limited set of markets. Vendor guides published in 2026 name India and Brazil for payments, and Singapore for business payments through authorized partners, and they report no availability in the United States. These are third-party summaries, so confirm eligibility for your country with your provider. Where in-chat payment is not offered, the usual pattern is to send a payment link inside a utility template or service reply.
Channels, Status ads and promoted channels
WhatsApp announced channel subscriptions, promoted channels and Status ads on June 16, 2025, and reported that the Updates tab, which holds Channels and Status, was used by 1.5 billion people a day. Trade coverage reports a global rollout of promoted channels and Status ads on February 27, 2026. Ads appear only in the Updates tab, not inside personal chats, and WhatsApp states it will not sell or share phone numbers with advertisers. Targeting uses limited signals such as country or city, language, channels followed and ad interaction.
Channels suit publishers, retailers with frequent drops and brands with a community. They do not replace consented templates, because a channel follower is not a contact you can message one to one. Use a channel for reach and a template list for conversion. For tracking this in your channel mix, see choosing social media platforms.
Can AI agents handle WhatsApp conversations, and what do they cost?
Yes. Businesses can run AI agents on WhatsApp through their own chatbot stack or through Meta’s Meta Business Agent. Meta’s Business Agent is billed by token consumption, at $2.00 per million tokens according to Meta’s pricing page, which the page equates to roughly 4 to 5 cents per message.
Meta describes the Business Agent as a configurable AI agent that answers using your knowledge sources and custom API connectors, with handoff to human agents. It became a message category on July 1, 2026. Vendor guides describe a free build-and-test period in July and token billing from August 1, 2026, and say messages will not send without a payment method attached in Billing Hub. The sources disagree on a few launch details, so ask your account contact for the date that applies to your market, because self-serve availability is reported to roll out market by market.
Cost control is the new discipline. A conversation of 10 AI replies can run from tens of cents to a dollar, depending on how much context the agent loads, so the useful test is whether the agent resolves enough contacts to beat the loaded cost of the support minutes it replaces. Test on one intent, such as order status, and compare resolution rate, handoff rate and cost per resolved contact against your current baseline.
Policy also bears on this choice. Vendor trackers report that since January 15, 2026 Meta has barred general-purpose AI assistant providers from distributing through the Business Platform, while a brand’s own agent serving its own customers remains allowed. If your design offers an open-ended assistant that answers any topic, verify that it falls on the permitted side. Disclose automation plainly in the chat and in privacy notices, and give users an easy route to a person.
How should you choose a Business Solution Provider?
Choose a provider on four tests: whether it supports the Meta features you actually use, how it prices on top of Meta’s fees, where it stores and processes data, and how fast support responds. The cheapest inbox rarely stays cheapest after template, seat and automation add-ons.
Meta’s documentation speaks of partners and agencies that can use a shared messaging account or create their own and link it to a client account, and of tools to assign partner access. Vendors commonly call themselves Business Solution Providers. Whatever the label, the contract should make clear that the WhatsApp Business Account belongs to your company, so you can move providers without losing your number, templates and quality history.
| Checklist item | Question to ask |
|---|---|
| Meta pass-through | Are Meta message fees billed at cost, or marked up? Which currency and invoice cycle? |
| Platform fee | Is pricing per seat, per conversation volume, or flat? What happens at overage? |
| Feature coverage | Does it support Marketing Messages API, Flows, catalogs, calling and Click to WhatsApp ad attribution? |
| Data and privacy | Where is data stored? Is a data processing agreement offered? Can you export contacts, consent records and chat history? |
| Ownership and exit | Who owns the WhatsApp Business Account? How is a number migrated if you leave? |
| Support | What are response times for template rejections and quality alerts? |
| Identity changes | Does it store the business-scoped user ID alongside phone numbers? |
The last item reflects a 2026 change. Vendor trackers report that business-scoped user IDs began appearing in webhooks in April 2026 and username reservations opened on June 29, 2026, so some users will eventually be contactable without exposing a phone number. A provider that only keys contacts on phone numbers may create duplicate records later. The same discipline applies to the tools around the channel, covered in our comparison of social media management software.
How do you stay compliant with GDPR and consent rules?
Treat WhatsApp marketing as direct electronic marketing under your local law, and keep a record that proves consent. Meta states that opt-in must comply with applicable law, so Meta’s approval of a template is not evidence that your use is lawful in a given country.
For businesses messaging people in the European Union or the United Kingdom, three obligations usually apply together. The first is a lawful basis for processing personal data under the GDPR. The second is the national rule implementing the ePrivacy Directive, which in most member states requires prior consent for marketing sent by electronic message, with narrow exceptions for existing customers that vary by country. The third is transparency, which means your privacy notice should name WhatsApp and your messaging provider as recipients of the data. This is general information and not legal advice, so have counsel confirm the rule for each market where you send.
- Store when, where and how each person opted in, and what wording they saw.
- Keep consent separate by category, as Meta recommends, so order updates do not authorize promotions.
- Process stop requests quickly and suppress the contact across every system, including the provider and any ad audience.
- Sign a data processing agreement with the provider and review any transfer of data outside your region.
- Do not upload scraped or purchased phone lists, which breach both Meta policy and most privacy laws.
How do you measure WhatsApp results?
Measure at three layers: ad delivery, conversation operations and revenue. Ads Manager reports conversations started and cost per conversation. Your platform reports response time, resolution and template performance. Your CRM or store reports orders. Only the joined view tells you whether the channel pays back.
Vendors who summarize Meta’s developer documentation note that some messaging campaigns and metrics are unavailable for delivery to and from Europe, Japan and South Korea, so check what your account can see before you promise a board a market-level report. For marketing templates, Meta describes the Marketing Messages API as offering benchmarks against similar templates in your region and conversion metrics tied to events such as Add to Cart, Checkout Initiated and Purchase, along with quality-based delivery. Vendors also report an open beta for a maximum price per marketing message that began October 1, 2026, with general availability planned for Q2 2027. Treat that as a development to watch.
| Metric | Why it matters | Where it comes from |
|---|---|---|
| Cost per conversation started | Ad efficiency up to first contact | Ads Manager |
| First reply time | Drives eligibility for the free entry window | Inbox or provider report |
| Opt-in rate by source | Shows which touchpoints build a usable list | Consent records and CRM |
| Template delivery and read rate | Signals relevance and quality risk | WhatsApp Manager or API analytics |
| Block and report rate | Early warning for quality rating drops | Quality rating status |
| Cost per paid order | The number finance should hold the channel to | CRM plus Meta billing |
Judge success by cost per paid order and time to first reply, not by conversations started alone. A cheap conversation that never converts is still a cost. For a framework on picking indicators across channels, see our guide to social media analytics and metrics, and compare WhatsApp with other Meta channels in the guides to Instagram marketing and Facebook marketing. Teams building a newer text-first presence can also read the Threads marketing strategy.
Plan the first 90 days in stages. In month one, build the consent capture on your site and checkout, get two or three utility templates approved, and connect the inbox to the CRM. In month two, add a Click to WhatsApp ad pointed at one product and answer every chat inside the first hour. In month three, test a single marketing template to your best-consented segment, compare cost per order to your email baseline, and decide whether to expand, hold or fold the program.

Frequently Asked Questions
Is WhatsApp Business free for marketing?
The WhatsApp Business app is free to download and use. The Business Platform has no license fee from Meta, but Meta charges per delivered template message by category and country, and providers usually add platform fees. Messages from customers to you are free.
Do I need a partner to use the WhatsApp Business Platform?
Not always. Developers can use the Cloud API directly, but most marketing teams use a partner inbox or automation tool so they do not build webhooks, template management and analytics themselves. Make sure your company owns the WhatsApp Business Account whichever route you pick.
Can I send promotional broadcasts to people who messaged me once?
A customer message opens a 24-hour window for replies, but it is not opt-in for marketing. Meta requires opt-in that names your business and states that the person agrees to receive messages. Collect it deliberately, by message category, and keep the record.
Are marketing messages to US numbers possible?
Vendor sources quoting Meta’s developer documentation report that marketing templates to US (+1) numbers have been paused since April 1, 2025, with no restart date announced in their latest updates. Utility, authentication and service messages are reported to deliver normally. Check Meta’s current documentation before planning a US campaign.
