Free purchase-order software is almost entirely open source or one-app: Odoo’s Purchase app is free for unlimited users as a single hosted app, and Dolibarr and ERPNext give the full RFQ-to-PO module under GPL if you host them. The hosted accounting tools people reach for first — Zoho Books, Wave, Invoice Ninja — do bills and vendors free but either exclude POs or do not state them, and the dedicated procurement platforms (Procurify, Precoro, Tradogram, ProcurementExpress, Kissflow, Coupa) have no free plan at all. Prices are USD and were checked on 23 October 2026. How we score · All Kurums Free lists
TL;DR — the free PO tool that fits
- A real PO workflow, hosted, no card, any number of users: Odoo Purchase as your One App Free — RFQs, POs, price lists, tenders, blanket orders.
- Full ERP purchasing on your own server: Dolibarr (GPL-3+, lighter) or ERPNext (GPL-3.0, heavier) — suppliers, POs, receipts, bills.
- A solo seller who needs stock and a few orders: Zoho Inventory Free — 1 user, 50 orders, 1 warehouse; PO availability on Free not stated.
- Just need a PO form today: Vertex42’s Excel and Google Sheets purchase order template.
Which purchase order software tools have a free plan in 2026?
Every tool below lets you produce a purchase order at no licence cost with no end date; the difference is how much of the purchasing process it covers. Odoo, Dolibarr and ERPNext cover RFQ, PO, receipt and supplier bill. Zoho Inventory, Zoho Books, Wave and Invoice Ninja are inventory or accounting tools whose free tiers handle bills and vendor records; Zoho Books says outright that POs start at Professional, and the other three do not mention POs on their pricing pages at all. Vertex42 is a template.
What is missing is the entire procurement-software category: Procurify, Precoro, Coupa, Kissflow, Bellwether and Order.co quote or demo only; Tradogram ($99 a month), Spendwise ($9 a user) and ProcurementExpress ($415 a month) sell trials. If you need approval routing in a hosted tool without hosting anything, there is no free option — Odoo is the nearest and its Purchase app page does not mention approvals.

Why it ranks here. A form, not a system; honest and free, and the right answer for a company that raises three POs a year.
Which free PO tool has no credit-card requirement?
Odoo states no card on its Purchase app page; Dolibarr, ERPNext (self-hosted) and the Vertex42 template need nothing. Zoho Inventory, Zoho Books, Invoice Ninja and Wave do not state it. Nothing here auto-converts; Zoho Inventory’s trial drops to the free plan.
The procurement platforms that do take a card are the excluded ones — ProcurementExpress’ trial needs none but ends in 14 days; Tradogram and Spendwise sell from the first month.

How we score free tiers
Duration (30): free forever scores 30, a 30-day-plus trial 15, a trial of 14 days or less 8, credit-based tiers 12. Capacity (30): whether the limits carry a team of three for twelve months. Core job (25): whether the free tier does the category’s main work — here, raising a numbered purchase order against a supplier, getting it approved and matching it to the bill. Friction (15): no card 15; card but no auto-charge 8; auto-charge 0; self-hosting deducts for setup and maintenance.
Each free tier was checked on the vendor’s pricing page on 23 October 2026; where the vendor page was silent, the Scorecard names the third-party source used. Free tiers change, so this list is re-verified every quarter and a discontinued free plan stays listed for one month with a notice. Order is by Free Score only. Kurums Free sells no placement; sponsorship, affiliate links and vendor requests never change a score, a rank or a label. Vendors can submit corrections to the Kurums editorial team.
How did we verify these free tiers?
We opened each vendor’s pricing page and, for open-source projects, the official repository, and recorded PO features, user and order caps, licence and the paid step. Zoho Inventory’s pricing page does not state PO availability on its free plan, so it is marked not stated. Invoice Ninja’s repository shows the Elastic License, which is source-available rather than OSI open source, and its pricing page does not mention POs. Procurify, Kissflow, Coupa, Bellwether and Order.co were excluded as quote-only; Tradogram, Spendwise, ProcurementExpress and Precoro as paid or trial-only.
Prices are USD.
Frequently asked questions
Is there free purchase order software?
Odoo’s Purchase app is free for unlimited users as your single hosted app; Dolibarr and ERPNext include PO management free under GPL if you self-host. Dedicated procurement tools such as Procurify, Precoro and Tradogram have no free plan.
Does Zoho Books’ free plan include purchase orders?
No. Zoho Books states that purchase orders are available from the Professional plan; the free plan covers vendors, bills and expenses for businesses under $50,000 revenue.
Is Odoo really free?
One app is free for unlimited users, hosted by Odoo, with no card. Installing a second app, Studio or another company moves you to the Standard plan at $31–39 a user a month.
Which free PO tool has approval workflows?
None states it on the pages we checked. Odoo’s Purchase page does not mention approvals; Dolibarr’s and ERPNext’s READMEs do not either. Approval routing is where the paid tools start.
Is Invoice Ninja open source?
Its repository uses the Elastic License, which allows self-hosting but is not an OSI-approved open-source licence; Kurums labels it source-available.
Is Tradogram free?
Not on its current pricing page: Essentials is $99 a month billed monthly or $950.40 a year, per plan rather than per user.
