Free OKR and review software is for small teams by design: Teamflect is fully functional free for ten users inside Microsoft Teams, Perdoo free for five with OKRs, KPIs and strategy maps, Effy AI free for five with 360 reviews, Weekdone free for three with every feature. Beyond that the category is paid — Lattice ($4,000 minimum), 15Five, Leapsome, Mooncamp, Peoplebox, Betterworks, Small Improvements and Culture Amp have no free plan — and several names are gone: Koan’s domain is for sale, Quantive redirects to WorkBoard, and Microsoft retired Viva Goals on 31 December 2025. ClickUp’s free Goals are a trial feature, Asana’s Goals need the $24.99 Advanced plan, and Zoho People’s free edition excludes performance management. Prices are USD and were checked on 29 October 2026. How we score · All Kurums Free lists
TL;DR — the free OKR tool that fits
- A team of up to ten on Microsoft Teams: Teamflect — reviews, OKRs, surveys, feedback and one-to-ones, free with full functionality for 10 users.
- OKRs with KPIs and a strategy map, five people: Perdoo — free for 5 users with Slack and Teams integration; Premium €6.40 a user.
- 360-degree reviews for a small team: Effy AI — free for 5 users with full 360 access, no card, no time limit; $3 a seat after.
- A founding team of three: Weekdone — 100% functional free for 3 users with OKRs and weekly check-ins.
- Just a tracker, no engine: Notion’s free plan with an OKR template, or a Google Sheet.
Which okr & performance review tools tools have a free plan in 2026?
Everything below is free with no end date within its caps, which are almost all seat counts: Teamflect 10, Perdoo 5, Effy 5, Zoho People 5, Weekdone 3. Perdoo adds 20,000 AI tokens a month. The general tools — ClickUp, Notion, Asana — are free for more people but their goal features are not: ClickUp marks Goals as ‘Trial’ on Free Forever, Asana puts Goals in Advanced at $24.99, Notion offers only templates.
What to know: Weekdone’s paid price could not be confirmed; Zoho People’s free edition covers the employee database and leave but not appraisals; Profit.co’s visible page shows a 30-day trial while its metadata mentions a free Launch tier, so it is treated as a trial; Tability’s metadata says free for the whole team while its table shows a 14-day trial and two free read-only seats a paid user. Google Sheets’ free status is general knowledge.
The table shows the seat cap, what is included and the Free Score; Core job weights OKRs and reviews together. Open a row for integrations, AI limits, the paid step and the page we checked.

Why it ranks here. Possibly free, unverifiably so.
Which free OKR tool has no credit-card requirement?
Weekdone, Effy, ClickUp and Tability state no card; Teamflect, Perdoo, Notion, Asana and Zoho do not state it. Nothing converts on its own.
The exclusions and the departed: Lattice (Performance $10 a seat, $4,000 annual minimum), 15Five (from $4 a user), Leapsome (€4 and €7 modules, 14-day trial), Mooncamp (€7, five-user minimum), Peoplebox ($8), Betterworks ($8, aimed at 500+), Small Improvements ($3, 20-user minimum), Culture Amp and Trakstar (quote only); Quantive redirects to WorkBoard with no free plan; Koan’s domain is for sale; Microsoft Viva Goals was retired on 31 December 2025.

Which paid HRIS & core HR providers can you move to?
When the free tier stops being enough, these are the providers in the Kurums Solutions Directory. Every company there is listed free and A–Z by our editors, with a buyer’s guide for the category — no one pays for a position.
How we score free tiers
Duration (30): free forever scores 30, a 30-day-plus trial 15, a trial of 14 days or less 8, credit-based tiers 12. Capacity (30): whether the limits carry a team of three for twelve months. Core job (25): whether the free tier does the category’s main work — here, setting and tracking company goals and running structured performance reviews for a small team. Friction (15): no card 15; card but no auto-charge 8; auto-charge 0; self-hosting deducts for setup and maintenance.
Each free tier was checked on the vendor’s pricing page on 29 October 2026; where the vendor page was silent, the Scorecard names the third-party source used. Free tiers change, so this list is re-verified every quarter and a discontinued free plan stays listed for one month with a notice. Order is by Free Score only. Kurums Free sells no placement; sponsorship, affiliate links and vendor requests never change a score, a rank or a label. Vendors can submit corrections to the Kurums editorial team.
How did we verify these free tiers?
We opened each vendor’s pricing page and recorded seat caps, included modules, AI limits and the paid step. Weekdone’s and Zoho People’s paid prices could not be confirmed; Effy’s page shows inconsistent larger figures; Profit.co’s and Tability’s pages contradict their own metadata and are scored as trials; Google Workspace’s prices could not be confirmed and Google Sheets is not scored. Lattice, 15Five, Leapsome, Mooncamp, Peoplebox, Betterworks, Small Improvements, Culture Amp and Trakstar were verified as paid-only; Quantive’s redirect, Koan’s domain sale and Viva Goals’ retirement were verified on the respective pages.
Prices are USD except Perdoo (EUR).
