No-code app builders are free to build in and paid to ship from: Bubble, Glide, Adalo, FlutterFlow, Bravo and Power Apps all stop at the point of publishing to real users or app stores. The free tiers that actually ship are the internal-tool builders — Retool (5 users), Appsmith (5 cloud users or unlimited self-hosted), Budibase (unlimited self-hosted), ToolJet (50 end users), Softr (5 app users), Noloco (50 clients) — and the AI builders, Lovable, Bolt and v0, which publish within daily credit limits with a badge. Stacker has become a credits-based AI product and Replit’s free tier could not be verified. Prices are USD and were checked on 24 October 2026. For landing pages and marketing websites, see Free Landing Page & Website Builders. How we score · All Kurums Free lists
TL;DR — the free app builder that fits
- An internal admin panel the founding team uses today: Retool — 5 users, unlimited apps, 500 workflow runs a month.
- The same with no user cap, on your server: Budibase or Appsmith self-hosted — unlimited users; Appsmith cloud is free for 5.
- A customer portal on Airtable or Sheets: Noloco (50 clients, 2,000 records) or Softr (5 app users, 5,000 records).
- A full MVP you will launch later: Bubble — build the whole app free; going live is $59 a month.
- An AI-generated web app shared privately: Lovable (5 credits a day) or Bolt (1 million tokens a month) — public publishing and domains are paid.
Which website & app builders tools have a free plan in 2026?
Every builder below is free to use indefinitely within its row’s limits; the difference is whether the free tier lets anyone else use what you build. Internal-tool builders do: Retool to 5 users, Appsmith cloud to 5 (self-hosted unlimited), ToolJet to 50 end users, Budibase unlimited self-hosted, Softr to 5 app users, Noloco to 50 clients, AppSheet to 10. Consumer-app builders mostly do not: Bubble, Glide and Adalo require a paid plan to publish, FlutterFlow and Bravo withhold app-store builds, Power Apps’ developer plan is non-production. The AI builders publish within credits with a badge and no custom domain.
Softr’s caps are from a dated third-party review. Stacker is excluded as a credits-based AI product now, and Replit because its pricing page describes no free plan beyond limits inside a paid tier. Webflow and Framer are listed on the Free landing page builders list; they are site builders, not app builders.
The table shows the publishing rule, the user or record cap and the Free Score; Core job is scored on shipping to real users. Open a row for domains, branding, licence and the page we checked.

Why it ranks here. Cannot ship to a single user free; scored as a programme for developers.
Which free app builder has no credit-card requirement?
Appsmith, Noloco, Bubble, Adalo and Bolt state no card; Retool, Budibase, ToolJet, FlutterFlow, Bravo, Thunkable, AppSheet, Lovable, v0 and Power Apps do not state it. Nothing here auto-converts.
The condition that matters is the publishing wall. Before choosing, ask the one question the pricing pages bury: can a person who is not me use the thing I build, on the free tier? Retool, Appsmith, Budibase, ToolJet, Softr, Noloco and AppSheet say yes with a number; Bubble, Glide and Adalo say no; the AI builders say yes, privately or with a badge.

How we score free tiers
Duration (30): free forever scores 30, a 30-day-plus trial 15, a trial of 14 days or less 8, credit-based tiers 12. Capacity (30): whether the limits carry a team of three for twelve months. Core job (25): whether the free tier does the category’s main work — here, building and shipping a working app or internal tool to real users without writing the whole thing by hand. Friction (15): no card 15; card but no auto-charge 8; auto-charge 0; self-hosting deducts for setup and maintenance.
Each free tier was checked on the vendor’s pricing page on 24 October 2026; where the vendor page was silent, the Scorecard names the third-party source used. Free tiers change, so this list is re-verified every quarter and a discontinued free plan stays listed for one month with a notice. Order is by Free Score only. Kurums Free sells no placement; sponsorship, affiliate links and vendor requests never change a score, a rank or a label. Vendors can submit corrections to the Kurums editorial team.
How did we verify these free tiers?
We opened each vendor’s pricing page and recorded user, record, project and credit caps, publishing and app-store rules, custom domains, branding and the paid step. Softr’s row uses a third-party review with prices checked in September 2026; Lovable’s row uses its documentation; Power Apps’ page states its database capacity two ways. Stacker was excluded as a credits-based AI product with no free plan; Replit because its pricing page describes no free tier. Webflow and Framer appear on the landing page builders list.
Prices are USD.

Retool (5 users), Appsmith (5 cloud users, unlimited self-hosted), Budibase (unlimited self-hosted), ToolJet (50 end users), Noloco (50 clients), Softr (5 app users) and AppSheet (10 users) let real users use what you build free. Bubble, Glide and Adalo require a paid plan to publish.
