Buyer's guide · Procurement
We compared six freight procurement platforms for shippers on published pricing, free access, RFP and spot quoting, modes covered, carrier network and benchmarking, and the main tradeoff to test before you commit freight.
- Small or mid-sized US shipper starting out: ShipperGuide TMS — Loadsmart's ShipperGuide states it is free to use with no contracts, and includes mini-bids, RFPs, instant rates and carrier scorecards.
- Shipper running annual truckload RFPs: Emerge — ProcureOS runs RFPs, mini-bids and spot quotes, with an optional marketplace of 45,000+ pre-vetted carriers and tiers from small business to enterprise.
- Global shipper tendering ocean and air freight: Freightos Enterprise — Procure automates RFQs to 200+ carriers and thousands of forwarders and benchmarks quotes against FBX and FAX market indexes.
- Large shipper wanting TMS plus capacity: Uber Freight TMS — Its TMS combines spot auctions, contract rate uploads and predictive pricing with access to Uber Freight's marketplace.
- European shipper with a large carrier base: Transporeon — Trimble's Transporeon connects 1,500+ shippers and retailers with 210,000+ carriers and LSPs for spot, seasonal and contract sourcing.
Freight procurement software helps shippers buy transportation capacity: running annual or quarterly RFPs for contract lanes, collecting spot quotes for loads that fall outside the routing guide, benchmarking rates against the market and awarding freight to carriers or forwarders. It replaces spreadsheets and email bid rounds that are slow to run, hard to compare and easy to get wrong. Buyers include logistics and transportation managers, procurement teams with a freight category and finance teams trying to control a volatile cost line. Tools range from free shipper TMS products and dedicated bid platforms to enterprise transportation networks and sourcing optimization suites that treat freight as one category among many.
We assessed each product on published pricing, free plan or trial, RFP and spot quoting, modes covered, carrier network and benchmarking, and the main limitation we found. Products are listed in practical buyer order, from free self-serve access toward enterprise platforms sold through demos; the order is not a quality ranking. Prices and capabilities were checked on official vendor websites on 12 October 2026. Where a vendor publishes no price, we write Quote-based. We focused on software and platforms shippers use to procure freight, not on brokerage services alone.

The 6 options in detail
ShipperGuide TMS
Best for SMB shippers wanting free accessBest for: Small and mid-sized US shippers that want to run bids, get instant quotes and manage carriers without a contract or sales call.
| Attribute | ShipperGuide TMS |
|---|---|
| Published pricing | Free to use with no contracts and no sales call required, per ShipperGuide; any paid tier details not published |
| Free plan or trial | ShipperGuide Free product listed; sign up online |
| RFP and spot quoting | Mini-bids and RFPs on targeted lanes; ShipperGuide Instant Rates for live carrier pricing on one screen |
| Modes covered | Modes are not named on the homepage; mode selection and load consolidation tools described |
| Carrier network and benchmarks | Upload your own carriers; carrier scorecards; FreightWaves SONAR market data for benchmarking |
| Main limitation | Limited public detail on what the free product excludes and how Loadsmart brokerage is involved |
- Integrates with SAP, NetSuite, Oracle and Microsoft Dynamics, plus project44, FourKites and Macropoint
- Dock and yard management built into the TMS, linked with Opendock scheduling
- The site says ShipperGuide is free but does not spell out limits or what triggers paid services, so confirm terms at signup.
Our take: ShipperGuide is Loadsmart's shipper TMS, and its main selling point for smaller shippers is access: the site says it is free to use with no contracts and no sales call required. You can upload your existing carriers, run mini-bids or RFPs on specific lanes, compare live rates with Instant Rates, tender loads and track carrier performance with scorecards. FreightWaves SONAR data adds a market benchmark to bids. ERP connections to SAP, NetSuite, Oracle and Dynamics, and visibility links to project44, FourKites and Macropoint, mean it can grow with a shipper. In a trial, run a small mini-bid on ten lanes and check how carriers receive and answer it, and how Loadsmart's own capacity appears alongside your carriers. Compared with Emerge, ShipperGuide is easier to start but has less public detail on enterprise procurement features; compared with Uber Freight TMS, it is lighter and self-serve.
Emerge
Best for truckload RFPs and mini-bidsBest for: Shippers of all sizes running contract truckload procurement and spot quoting who want market benchmarks and optional extra carrier capacity.
| Attribute | Emerge |
|---|---|
| Published pricing | Quote-based; priced by capabilities, freight volume and partnership level; small business, mid-size and enterprise tiers |
| Free plan or trial | No free shipper plan listed; carriers can register free to bid |
| RFP and spot quoting | ProcureOS runs annual RFPs, mini-bids and spot quoting; contract procurement and carrier scorecards as add-ons |
| Modes covered | Truckload focus with LTL quoting supported since August 2026, per Emerge |
| Carrier network and benchmarks | Optional marketplace of 45,000+ pre-vetted carriers; Emerge AI for benchmarking and lane intelligence |
| Main limitation | Contract RFPs and AI analytics are add-ons, so the base platform alone may not cover annual bid needs |
- Can be used with only your own carriers, without the marketplace
- SOC 2 Type II with US and EU data hosting options
- Contract procurement, Emerge AI and integrations are priced as add-ons, so compare total quoted scope rather than the base platform.
Our take: Emerge is a freight procurement platform built around ProcureOS, which handles annual RFPs, mini-bids and spot quoting, plus reporting and benchmarking. Shippers choose between a platform-only licence, using their own carriers, or a marketplace option that adds a network of more than 45,000 pre-vetted carriers. Emerge reports more than 55,000 shippers and carriers on the platform and over $30 billion in freight moved through the marketplace. LTL quoting was added in August 2026. That makes it a strong fit for shippers whose core problem is running better truckload bids and filling gaps when routing guides fail. In a demo, ask which features are in the base price versus add-ons, how benchmarks are built and how awards flow into your TMS. Compared with ShipperGuide, Emerge is more procurement-specialized; compared with Transporeon, it is more US truckload-focused.
Freightos Enterprise
Best for global ocean and air tenderingBest for: Importers and exporters that tender ocean, air and some road freight to carriers and forwarders and want market benchmarks at award.
| Attribute | Freightos Enterprise |
|---|---|
| Published pricing | Quote-based modular suite: Terminal, Procure and Rate, Book and Manage |
| Free plan or trial | No free enterprise trial listed; the Freightos marketplace offers free freight quotes |
| RFP and spot quoting | Procure launches RFQs to 200+ carriers and thousands of LSPs, standardizes responses and clones prior tenders |
| Modes covered | Ocean, air and FTL road, with rail and parcel mentioned in the FAQ |
| Carrier network and benchmarks | Benchmarks against FBX ocean and FAX air indexes; Terminal gives daily spot and contract rate data |
| Main limitation | Road freight depth is lighter than US truckload specialists |
- Freightos says Procure can be implemented in under two weeks
- Procure was formerly known as Shipsta
- Freightos is strongest in international ocean and air; domestic truckload shippers may find dedicated truckload tools a closer fit.
Our take: Freightos Enterprise is a modular suite for shippers buying international freight. Terminal provides market intelligence and rate benchmarking with daily ocean and air data, Procure automates RFQs and tenders, and Rate, Book and Manage handles live pricing, booking and tracking with ERP and TMS integration. Procure, formerly Shipsta, can send a tender to more than 200 carriers and thousands of logistics providers, standardize their responses, run sanity checks and compare rates against the FBX and FAX indexes at the point of award. For an importer with seasonal ocean contracts and urgent air shipments, that combination of tendering and benchmark data is useful. In a demo, ask which modules you need to start, how forwarders are invited, how index data is licensed and how contracted rates flow into booking. Compared with Transporeon, Freightos is more ocean and air oriented; compared with Emerge, it is international rather than domestic truckload.
Uber Freight TMS
Best for shippers combining TMS and capacityBest for: Mid-sized and large shippers that want a TMS with procurement tools and direct access to Uber Freight's carrier marketplace.
| Attribute | Uber Freight TMS |
|---|---|
| Published pricing | Quote-based; no prices listed on the TMS page |
| Free plan or trial | No free plan listed; free demo on request |
| RFP and spot quoting | Spot auctions, instant multi-carrier quotes, contract rate and routing guide uploads, procurement scenario analysis |
| Modes covered | Uber Freight covers truckload, LTL, intermodal and bulk across its services |
| Carrier network and benchmarks | Predictive pricing for spot loads and direct access to Uber Freight's marketplace through procurement integrations |
| Main limitation | Tied to a provider that is also a licensed broker, so check how neutral routing and award logic are |
- Uber Freight reports $17B+ in freight under management and 18M shipments a year
- TMS in use with shippers since 2005, per the product page
- Because Uber Freight also operates as a broker and managed transportation provider, confirm how your own carriers and its marketplace are ranked in awards.
Our take: Uber Freight TMS combines transportation management with freight procurement. Shippers can run spot auctions and instant multi-carrier quotes, upload contract rates and routing guides, analyze procurement scenarios and keep awards and carrier communications in one hub. Predictive pricing models estimate spot costs, and procurement integrations give direct access to Uber Freight's marketplace when your routing guide fails. Uber Freight also offers managed transportation, so a shipper can start with the TMS and later outsource parts of operations. In a demo, ask how procurement scenarios are modeled, how your contracted carriers are prioritized relative to Uber Freight capacity and what data you keep if you leave. Compared with ShipperGuide, Uber Freight TMS is aimed at larger, more complex networks; compared with Transporeon, it is more US-focused and tied to one provider's capacity.
Keelvar
Best for complex multi-lane sourcing optimizationBest for: Large enterprises that source freight alongside other categories and need optimization across many lanes, constraints and scenarios.
| Attribute | Keelvar |
|---|---|
| Published pricing | Quote-based; no prices listed on the website |
| Free plan or trial | No free plan or trial listed; demo on request |
| RFP and spot quoting | Sourcing Optimizer runs complex RFx events and e-auctions; spot quote agent for automated logistics quotes |
| Modes covered | Transport and logistics is one supported category, with an ocean freight case study |
| Carrier network and benchmarks | Optimization weighs price, risk and sustainability; integrations include Xeneta, SAP S/4HANA, SAP Ariba and Oracle |
| Main limitation | Not a TMS; you still need a system for tendering, execution and tracking |
- Associated British Foods reports $3.5M saved in 2024 from ocean freight alone (vendor-reported)
- Kai orchestrator and agents automate RFIs, scenario creation and spot quotes
- Keelvar optimizes sourcing decisions but does not execute shipments, so it works alongside a TMS rather than replacing one.
Our take: Keelvar is a sourcing optimization platform used by large enterprises for complex bids, and transport and logistics is one of its main categories. Its Sourcing Optimizer handles events with many lanes, carriers and constraints, such as capacity limits, incumbent preferences, risk and sustainability, and lets teams compare award scenarios. A spot quote agent automates logistics quotes, and the Kai orchestrator sets up events from plain-language requests. Customers named include Mars, Coca-Cola, Siemens and Maersk. Integration with Xeneta gives ocean and air freight rate data. In a demo, bring a past freight tender with its real constraints and ask Keelvar to model award scenarios, then compare with what you actually awarded. Compared with Freightos or Emerge, Keelvar is stronger on optimization logic and multi-category use; compared with Uber Freight TMS or Transporeon, it does not handle execution.
Transporeon
Best for large European carrier networksBest for: Large shippers and retailers, especially in Europe, that want spot, seasonal and contract sourcing connected to execution, dock and audit tools.
| Attribute | Transporeon |
|---|---|
| Published pricing | Quote-based; no prices listed on the website |
| Free plan or trial | No free plan or trial listed; demo on request |
| RFP and spot quoting | Freight Marketplace for spot, seasonal and long-term contract sourcing; Autonomous Procurement for spot freight |
| Modes covered | Road-focused transportation platform with execution, visibility, dock and yard management and freight audit |
| Carrier network and benchmarks | 1,500+ shippers and retailers and 210,000+ carriers and LSPs connected; Market Insights predictions |
| Main limitation | Large platform with many modules; scoping and onboarding carriers take planning |
- Part of Trimble since 2023, with the Trimble Arc AI agent and Transporeon NEXT
- Autonomous Quotation and Autonomous Procurement apply AI to spot freight decisions
- Transporeon is an enterprise platform with no published pricing, so smaller shippers may find setup and contract scope heavier than they need.
Our take: Transporeon, owned by Trimble since 2023, is one of the largest transportation networks in Europe, connecting more than 1,500 shippers and retailers with more than 210,000 carriers and logistics providers. Its Freight Marketplace handles spot, seasonal and long-term contract sourcing, while AI tools such as Autonomous Procurement and Market Insights support spot buying and rate forecasts. Because the same platform covers execution and visibility, dock and yard scheduling and freight audit, awarded rates flow into daily operations. That suits manufacturers and retailers with high road freight volumes across European countries. In a demo, ask which of your carriers are already connected, how autonomous spot procurement decisions are controlled and how contract awards update execution. Compared with Uber Freight TMS, Transporeon is more European and carrier-network oriented; compared with Keelvar, it executes shipments but has less multi-category sourcing optimization.
How to choose freight procurement software
Separate contract, mini-bid and spot needs
Freight procurement has three rhythms: annual or quarterly contract RFPs, mini-bids for lanes that change mid-year and spot quotes for loads outside the routing guide. Tools are strong in different places. Emerge and Keelvar focus on structured bids, ShipperGuide and Uber Freight TMS cover spot quoting inside a TMS, and Transporeon handles both within a large network. List how much of your spend falls into each rhythm, and prioritize the tool that handles your biggest share well rather than the one with the longest feature list.
Match the tool to your modes and lanes
A US truckload shipper and a global importer need different tools. Check which modes each platform supports in practice, not only in marketing: truckload, LTL, intermodal, ocean, air, rail or parcel. Freightos Enterprise is built around ocean and air with FBX and FAX benchmarks, Emerge focuses on truckload with LTL quoting added in 2026 and Transporeon is strong in European road freight. Ask for references with similar mode mix, lane counts and geographies, and test a sample of your real lanes.
Decide how much network you need
Some platforms work only with carriers you invite, while others add marketplace capacity. Emerge offers a platform-only licence or a marketplace with 45,000+ carriers, Uber Freight TMS connects to Uber Freight's marketplace and Transporeon connects to 210,000+ carriers and logistics providers. Extra capacity helps in tight markets, but ask how it is priced, whether the provider earns margin as a broker and how awards stay neutral between your carriers and the platform's own capacity.
Insist on usable benchmarks
A bid is only as good as the reference you compare it with. Ask each vendor where benchmark data comes from, how often it updates and whether it covers your lanes. Freightos uses FBX and FAX indexes, ShipperGuide includes FreightWaves SONAR data, Keelvar integrates Xeneta, and Emerge and Transporeon offer their own market insights. Check whether benchmarks are visible at award time, not just in reports afterward, and whether you can export them for finance and budget planning.
Plan how awards reach execution
Awarded rates must reach your TMS, ERP or routing guide, or carriers will be tendered at old rates. Ask how awards are published, whether rate expiration is tracked and how contract compliance is measured after go-live. Platforms that include execution, such as Transporeon, ShipperGuide and Uber Freight TMS, can close this loop internally. Sourcing-only tools such as Keelvar or Emerge need integration. Request a demo of the full path from bid to first tendered load on an awarded lane.
How freight procurement software pricing works
Freight procurement platforms use several pricing models. Some shipper TMS products are free at entry and make money from related services; ShipperGuide states it is free to use with no contracts. Dedicated procurement platforms such as Emerge sell quote-based subscriptions that depend on capabilities, freight volume and partnership level, with options for platform-only or marketplace access and add-ons for contract procurement, AI analytics and integrations. Enterprise networks such as Transporeon and suites such as Freightos Enterprise or Keelvar are quote-based and often modular, so you pay for the modules you use.
When a platform also offers capacity, part of the economics may sit in freight margins rather than software fees. Uber Freight, for example, is a licensed broker as well as a TMS provider, and marketplace options on other platforms connect you with carriers through the vendor. That is not a problem in itself, but you should understand how the vendor earns money on each load, whether marketplace rates include a margin and whether you can use only your own carriers. Ask for separate quotes for software, integration, implementation and any per-load or per-shipment fees.
Measure value against savings on tendered spend, fewer failed tenders and lower spot premiums. This is general information, not financial advice; validate savings assumptions with your finance team.

Freight Procurement Software: frequently asked questions
What is freight procurement software?
Freight procurement software helps shippers buy transportation capacity. It runs contract RFPs and mini-bids, collects spot quotes, compares carrier responses, benchmarks rates against market data and records awards. Some products are standalone procurement tools, while others are part of a transportation management system or a carrier network that also handles shipment execution, visibility and freight audit.
Is there free freight procurement software?
Yes, some options offer free entry. Loadsmart's ShipperGuide TMS states it is free to use with no contracts and no sales call required. The Freightos marketplace provides free freight quotes for ocean and air shipments. Most enterprise freight procurement platforms, including Emerge, Transporeon, Keelvar and Uber Freight TMS, are quote-based. Check what any free product excludes and how the provider earns revenue.
What is the difference between a TMS and freight procurement software?
A transportation management system plans, tenders, tracks and audits shipments day to day. Freight procurement software focuses on buying capacity: running bids, comparing rates and awarding lanes. Many TMS products now include procurement features, as ShipperGuide, Uber Freight TMS and Transporeon do, while tools such as Keelvar and Emerge specialize in sourcing and integrate with a separate TMS for execution.
How often should shippers run freight RFPs?
Many shippers run a main contract RFP once a year and use mini-bids to adjust specific lanes when volumes or market rates change. In volatile markets, some move to quarterly reviews or index-linked contracts. Freight procurement tools make more frequent bids practical by cloning prior tenders, automating carrier outreach and benchmarking responses. Your choice depends on rate volatility, lane stability and carrier relationships.
What freight rate benchmarks do these tools use?
Benchmarks vary by vendor and mode. Freightos uses its FBX ocean and FAX air indexes, ShipperGuide offers FreightWaves SONAR data, Keelvar integrates Xeneta rate data, and Emerge and Transporeon provide their own market insights. Ask how often data updates, which lanes it covers and whether benchmarks appear at award time. Treat any benchmark as one input alongside service quality and capacity commitments.
How much does freight procurement software cost?
Pricing ranges from free entry products to enterprise subscriptions. ShipperGuide states it is free to use. Emerge quotes based on capabilities, freight volume and partnership level, with platform-only and marketplace options. Freightos Enterprise, Keelvar, Uber Freight TMS and Transporeon are quote-based. Ask whether costs include per-load fees or marketplace margins. This is general information, not financial advice.
