Cookie consent software scans a site for cookies and trackers, shows a banner, records the choice, and can block tags until consent. It is not a full privacy-program suite and it is not a web-analytics product.
Every entry uses the same fields: published pricing, free plan or trial, what the fee buys, and the main limitation. The order is not a quality ranking. Public $0 / published price first, quote-led last. Among the $0 plans, Cookiebot is first because the paid step we could read starts at β¬7 per month.

Pricing checked on October 4, 2026. CookieYes figures are the monthly USD toggle. Cookiebot figures are euro amounts on cookiebot.com/en/pricing, and the page says plans start from β¬7 per month, excluding VAT. Termly figures are the annual billing view, before the advertised FALL2026 code. Free means a standing free plan, not a trial. Quote means we did not find a public list price.
A subpage cap and a pageview cap cross over at different traffic levels.
How this market is priced
Consent tools do not share a meter. Cookiebot bills by subpages on a domain and says it does not charge on traffic. CookieYes bills by domain and caps pageviews, then adds $0.30 per 1,000 extra pageviews on Basic and Pro. Termly caps banner views on Free and Starter and removes that cap on Pro+. Osanoβs commercial page on this check was a demo form, so it sits last.
The 4 providers in detail
1. Cookiebot
FREE, THEN FROM β¬7 PER MONTH
Best for: a single domain under 50 subpages, or a published euro step when the banner needs branding.
| Published pricing | Free up to 50 subpages and 1 domain. Premium Lite from β¬7/month (also up to 50 subpages, 1 domain). Small β¬15 up to 350 subpages. Medium β¬30 up to 3,500. Large β¬50 up to 7,000. XLarge β¬90 above 7,000. A yearly toggle is on the page. |
| Free plan or trial | Standing Free plan. Paid plans offer a 14-day trial with no credit card, per the page. |
| What the fee buys | Premium adds banner design, logo, multi-domain handling on higher tiers, reporting, 47+ languages, and geo rules. Google Consent Mode is listed on Free and Premium. |
| Limitation | Free and Premium Lite are limited to one domain. The plan can move up as subpages grow. |
- The pricing page says plans start from β¬7 per month and shows prices in euro, excluding VAT.
- Free is capped at 50 subpages and one domain, not at sessions.
- A yearly control exists, so the monthly amounts above are not an annual-contract price.
2. CookieYes
FREE, THEN $10 PER DOMAIN PER MONTH
Best for: a site that can live inside a pageview allowance and wants a dollar list price.
| Published pricing | Monthly USD view: Free $0. Basic $10. Pro $25. Ultimate $55 per month per domain. Annual toggle advertises two months free. Enterprise is contact. |
| Free plan or trial | Free is standing. Paid plans show a 14-day trial and $0 until the trial ends. |
| What the fee buys | Free: 100 pages per scan, 5,000 pageviews/month, 5 scans/month. Basic: 600 pages, 100,000 pageviews, then $0.30 per 1,000 extra. Pro: 4,000 pages, 300,000 pageviews, geo-targeting, monthly scans. Ultimate: 8,000 pages, unlimited pageviews, weekly scans, branding off. |
| Limitation | Only one free plan per account. Extra domains need a paid plan. Local tax is extra. |
- CookieYes prices the monthly view per domain, not per seat.
- Basic and Pro add $0.30 per 1,000 pageviews past the included amount.
- IAB TCF v2.3 and Global Privacy Control are listed on Pro and Ultimate, not on Free or Basic.
3. Termly
FREE, THEN $10 PER WEBSITE ON THE ANNUAL VIEW
Best for: a small site that wants a banner and a limited set of legal policy documents.
| Published pricing | Annual billing view: Free $0. Starter $10 per website/month billed annually. Pro+ $15 per website/month billed annually. Agency is custom. Page also advertised extra 20% off with code FALL2026. |
| Free plan or trial | Standing Free plan: 1 basic legal policy, 10,000 banner views a month, quarterly cookie scans. |
| What the fee buys | Starter adds 2 legal policies, 10 policy edits, 50,000 banner views, monthly scans. Pro+ adds unlimited policies, unlimited banner views, weekly scans, Consent Mode v2, IAB TCF 2.3, and logo removal. |
| Limitation | The dollar amounts are the annual view. A promo code was on the page, so checkout can differ. |
- Termlyβs annual view listed Starter at $10 and Pro+ at $15 per website per month.
- Free includes one user. Starter includes 5. Pro+ lists unlimited users.
- Agency starts at 10 websites and is not a self-serve list price.
4. Osano
DEMO PAGE, NO LIST PRICE ON THIS CHECK
Best for: a team that wants a privacy-platform conversation rather than a self-serve banner price.
| Published pricing | osano.com/pricing on October 4, 2026 asked for a work email and a demo. No plan cards with a dollar amount rendered. |
| Free plan or trial | Not shown as a standing $0 plan on that view. |
| What the fee buys | The page described a demo with an Osano expert and a link toward self-service plans, without printing those prices. |
| Limitation | We cannot compare a seat or domain fee we did not see. |
- The commercial page we loaded was a demo form, not a plan table.
- That is why Osano is last, not because of a product judgment.
- Ask for the self-service card if a public price exists behind the form.
Kurums Match
We have one small site and want the lowest published paid step
Cookiebot Premium Lite, from β¬7 per month on the page we loaded, after Free if you are under 50 subpages.
We can forecast pageviews
CookieYes Basic at $10 per domain per month includes 100,000 pageviews, then $0.30 per 1,000.
We also need policy documents
Termly Starter or Pro+ on the annual view, at $10 or $15 per website per month before the advertised code.
We need a vendor quote for a broader privacy program
Osano, because this check did not find a list price.
Buying tip
Count the meter before the headline price. Fifty subpages on Cookiebot is not 5,000 pageviews on CookieYes, and neither is 10,000 banner views on Termly Free.
How this comparison was put together
We opened CookieYes, Cookiebot, Termly, and Osano pricing pages on October 4, 2026. Amounts above are what those pages rendered. No affiliate order. No badges. A consent banner is not legal advice.
FAQ
Is CookieYes Basic $10 the annual price?
No. That figure is the monthly USD toggle. The page also has an annual control that advertises two months free.
Does Cookiebot Free include Google Consent Mode?
The pricing page listed Google Consent Mode on the Free plan and on Premium plans.
Does Termlyβs $10 include the FALL2026 code?
The $10 and $15 figures were on the annual view before we applied a code. The page advertised an extra 20% off with FALL2026, so the charged amount can be lower.
Why is OneTrust not here?
This page keeps vendors whose pricing URL rendered a plan price or a clear demo wall on the same day. OneTrust was not in that set.
