A document management system differs from cloud storage by what it does to the documents — OCR, versions, workflows, retention — and that is where the free options divide. The cloud drives (Google 15 GB, Box 10 GB, OneDrive 5 GB, Zoho WorkDrive 5 GB, Dropbox 2 GB) are free storage with basic versioning. The open-source DMSs — Paperless-ngx (GPL, OCR in 100-plus languages), Mayan EDMS (versioning and workflows), Papermerge (Apache 2.0), Teedy (GPL), LogicalDOC and Alfresco Community (LGPL), Nextcloud (AGPL), Seafile (free Pro for three users) — do the real job with no caps if you host them. M-Files and DocuWare have no free plan, and OpenKM’s Community edition stopped publishing source at version 7. Prices are USD and were checked on 24 October 2026. How we score · All Kurums Free lists
TL;DR — the free DMS that fits
- Scanned invoices and contracts, searchable, on your own server: Paperless-ngx — GPL-3.0, OCR in 100-plus languages, tags and correspondents, PDF/A archive.
- Versioning, permissions and workflows: Mayan EDMS — free open source with version revert, roles, workflows and a REST API.
- A private cloud with office editing: Nextcloud — AGPL, self-hosted; providers offer free single-user accounts of 2 GB or more.
- Fast sync with versioning for a tiny team: Seafile — the Community edition is free, and Pro is free for up to three users.
- Just storage, hosted, no server: Google Drive 15 GB, Box 10 GB with a 250 MB file cap, OneDrive 5 GB, Dropbox 2 GB.
Which document management systems tools have a free plan in 2026?
Every system below stores documents at no licence cost with no end date. The hosted drives cap storage and offer light versioning (Dropbox states 30-day rollback; Google’s page does not state OCR or versioning). The open-source DMSs cap nothing and state the features a DMS exists for: OCR at Paperless-ngx, Papermerge and Teedy; versioning at Mayan, Papermerge, Teedy and OpenKM; workflows at Mayan, Teedy and OpenKM. Their licences range from Apache 2.0 (Papermerge) through LGPL (LogicalDOC, Alfresco) and GPL (Paperless-ngx, Teedy) to AGPL (Nextcloud); Mayan’s licence could not be verified and OpenKM no longer publishes source for version 7.
M-Files ($65 a seat) and DocuWare (demo only) were excluded. SharePoint is listed as what it is — a paid Microsoft 365 bundle — because readers ask. Zoho WorkDrive’s paid price and Mayan’s licence could not be confirmed; LogicalDOC’s and Alfresco’s rows are based on their repositories.
The table shows storage or hosting, OCR and versioning and the Free Score; Core job weights OCR, versioning and permissions. Open a row for licence, the paid step and the page we checked.

Why it ranks here. The only drive here whose page states versioning, and the smallest allowance by far.
Why it ranks here. Listed because the question is asked; the answer is that it comes with the subscription you may already have.
Which free DMS has no credit-card requirement?
Every open-source system is a download; the cloud drives come with accounts that need no card; Zoho’s trial needs none. SharePoint is a subscription. Nothing converts on its own.
The condition in this category is operational: a self-hosted DMS is only as safe as its backups, and none of the open-source projects backs up for you. Paperless-ngx and Papermerge keep the original file beside the OCR copy, which makes a restore simple; make the restore part of the install.

How we score free tiers
Duration (30): free forever scores 30, a 30-day-plus trial 15, a trial of 14 days or less 8, credit-based tiers 12. Capacity (30): whether the limits carry a team of three for twelve months. Core job (25): whether the free tier does the category’s main work — here, storing a company’s documents with OCR, versioning, permissions and search, beyond what a shared drive does. Friction (15): no card 15; card but no auto-charge 8; auto-charge 0; self-hosting deducts for setup and maintenance.
Each free tier was checked on the vendor’s pricing page on 24 October 2026; where the vendor page was silent, the Scorecard names the third-party source used. Free tiers change, so this list is re-verified every quarter and a discontinued free plan stays listed for one month with a notice. Order is by Free Score only. Kurums Free sells no placement; sponsorship, affiliate links and vendor requests never change a score, a rank or a label. Vendors can submit corrections to the Kurums editorial team.
How did we verify these free tiers?
We opened each vendor’s product or pricing page and, for open-source projects, the repository, and recorded storage, OCR, versioning, workflow and permission features, licence and the paid step. Mayan EDMS’s licence could not be verified (GitLab lists it as ‘Other’); LogicalDOC’s, Alfresco’s, Teedy’s and Papermerge’s rows come from their repositories; Zoho WorkDrive’s prices could not be confirmed. OpenKM’s own page states that from version 7 its Community edition is a free binary without published source. M-Files and DocuWare were excluded as having no free plan.
Prices are USD except Nextcloud Enterprise (EUR).
Frequently asked questions
What is the best free document management system?
Paperless-ngx (GPL-3.0) for OCR-searchable archives of scanned documents; Mayan EDMS for versioning, permissions and workflows; Nextcloud (AGPL) for a private cloud with office editing. All are self-hosted with no caps.
Is OpenKM open source?
Not any more: OpenKM’s page states that version 6.3 and earlier were GPL-2.0 and that from 7.0 the Community edition is distributed only as a free binary without published source.
Which cloud drive gives the most free storage?
Google Drive at 15 GB (shared with Gmail and Photos), then Box at 10 GB with a 250 MB file-size limit, OneDrive and Zoho WorkDrive at 5 GB, Dropbox at 2 GB.
Is Seafile free?
The Community edition is free and open source; the Pro edition is free for up to three users by registering, then $48 a user a year from ten users.
Does Google Drive do OCR?

Is SharePoint free?
No. SharePoint is included in Microsoft 365 Business Basic from $5.40 a user a month paid yearly; there is no free standalone plan.
